The Directorate of Contracting at Fort Carson intends to issue an Invitation for Bid (IFB) for installing elevators buildings 813, 1117, and 1118 at Fort Carson. The purpose of this project is to enhance handicap accessibility to all three buildings. The estimated magnitude of this construction project is between $1,000,000.00 and $5,000,000.00.

The result of this IFB will be a Firm-Fixed Price Construction contract with an anticipated award date of September 2010. The Government intends to award a single contract. The issuance date of this IFB was 24 August 2010. The closing date and time for submission of offers is contained in the IFB package. The period of performance is estimated to be a base period only. The requirement is 100% set-aside for Small Business. The NAICS code for this acquisition is 238290 with a size standard of $14M. The majority of this work is considered construction work and Davis-Bacon requirements will apply. The successful contractor will be required to provide 100% performance and payment bonds at the project level. The entire solicitation will be made available only on the Federal Business Opportunities (FBO) website at http://www.fbo.gov and the Army Acquisition Business Website at https://acquisition.army.mil/asfi/. Interested offerors are responsible for monitoring this site for release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package and any amendments. All prospective offerors must have a Commercial and Government Entity Code (CAGE Code) and be actively registered in the Central Contractor Registration (CCR) database or their proposal will not be considered. The contemplated procurement will include the installation of three exterior elevators and associated equipment to include exterior and interior demolition work, masonry work, and interior renovation. The new elevators will be contained in a face brick/cmu elevator hoist way with a mechanical equipment room.

Contractors will be expected to accomplish demolition, renovation, additions/upgrades, along with specific work in electrical, mechanical, masonry, and other major trades. This project will include foundation and concrete work, HVAC, plumbing, electrical, lighting, intrusion detection system, fire suppression/detection system, mass notification systems in elevators, fire sprinkler system, utilities hook-ups, communications, sufficient power distribution, interior/exterior doors, suspended ceiling panels, tile floors, carpet areas, paint throughout, interior finishes, and renovations to each building.
