The purpose of this posting is to issue a Pre-solicitation notice for the Youth Ministry Services requirement.

DUE TO ARTICLE VI OF SUPPLEMENTARY AGREEMENT 3 TO THE DEFENSE AND ECONOMIC COOPERATION AGREEMENT (1980) BETWEEN THE UNITED STATES GOVERNMENT AND THE GOVERNMENT OF TURKEY, THE UNITED STATES AIR FORCE INTENDS TO GIVE FIRST CONSIDERATION TO AWARD THIS SOLICITATION TO A BUSINEESS CONCERN WITHIN THE COUNTRY OF TURKEY, FOLLOWED BY EUROPEAN BASED COMPANIES, AND FINALLY UNITED STATES COMPANIES.

The contractor shall provide all non-personal services and materials, except as otherwise provided for in this contract, and provide a program of outreach services to high school youth (9th through 12th grades) and middle school youth (6th through 8th grades). These services will provide a structured program for youth to meet, learn and grow in ethical values, character building, social issue awareness, and life-style choices based on Spiritual foundations and principles to include:


(1) planning, organizing, and directing an
ecumenical outreach ministry to youth
(2) adult volunteer development training
(3) parent support group coordination
(4) planning and direction of high school and middle
school retreats, community service projects in
support of the 39th ABW Chapel program.


The contractor will ensure these meetings support an ecumenical approach based upon Christian teachings. In addition, contractor will seek to include all youth stated in this SOW and also those youth that may not have any faith background or traditions.
The following planned milestones for this acquisition are not firm and are subject to change: on or about 27 August 2010 - Issue Request for Proposal (RFP), 17 September 2010 - Proposal due date. Firm dates regarding proposal due date, award will be given in the RFP once issued. The contract performance period will consist of one base year and four option years. The solicitation (RFP) will be issued by posting to the Federal Business Opportunities web page (https://www.fbo.gov) under FA5685-10-Q-0053. No paper solicitations will be issued. Therefore interested parties should periodically review the web page for updates. Questions regarding this acquisition should be referred to the 39th Contracting Squadron Base Support Flight by e-mail at lgcb.confirmations@incirlik.af.mil. The United States Government will only award contracts to Turkish concerns registered with the Central Contractors database at https://www.bpn.gov/ccr/default.aspx
