DEPARTMENT OF VETERANS AFFAIRS (VA) SEEKING SOURCES FOR AN OUTPATIENT CLINIC LEASE IN SOUTH BEND, INDIANA



Notice: This is NOT a solicitation announcement. This is a Request for Information (RFI) only. Information received by VA in response to this RFI will be used by VA to make appropriate acquisition decisions. Responses to this RFI will be received by VA, and a solicitation may be issued in the future.



VA desires to lease approximately 65,000 net usable square feet (NUSF) and 520 parking spaces in South Bend, Indiana for use as outpatient clinic. VA seeks Expressions of Interest from parties who would potentially offer to VA one or more of the following to satisfy this requirement:



1) Lease of an existing building to VA

2) Sale of land site through an assignable option to VA

3) Lease of a build-to-suit on land site owned/controlled by the interested party

4) Lease of a build-to suit on a VA pre-selected and controlled land site



LEASE TERM

This will be a full service lease contract with a lease term of twenty (20) years.



DELINEATED AREA

The building/ property must be within the following delineated area:



North: Indiana state border

East: Ash Road north extended to Ash Road

South: Tyler Road/North County Line Road to County Line Road to Tyler Road extended to Ash Road

West: North 900 East east on Route 2/Western Avenue south on Larrison Boulevard/Strawberry Road west on East 50 North/Johnson Road south on County Highway 1100 East extended to Willow Road extended to Willow Road to Adams Street east on Roosevelt Road northeast on Legion Drive southeast on Harrison Street north on Route 23/Liberty Street until Tyler Road/North County Line Road

SUBMISSION REQUIREMENTS

Expressions of Interest must be submitted in writing for each building or site offered and should include the following information at minimum as appropriate (This is not a solicitation):



For an Existing Building:

Building name and address

Building location identified on map demonstrating the building is within the delineated area

Building size in total rentable and usable square feet

Minimum total net usable square footage that can be provided and the net usable square footage on each contiguous floor that would be offered

Other building tenants

Ownership entity

Proof of ownership/control of building

Date the space would be available to accept tenant improvements



Building photographs including an exterior photograph

If this Expression of Interest is being submitted by an agent of the ownership, provide evidence that the agent is authorized to represent the ownership in this matter



For Land Site:



Identify if this site is:

a) being offered to VA for sale, or

b) as a site for owner-controlled build-to-suit for lease to VA



Site address or location description



Location on map demonstrating the site is within the delineated area

Acreage available for sale

Proof of ownership or control of the site

If this Expression of Interest is being submitted by an agent of the ownership, provide evidence that the agent is authorized to represent the ownership in this matter



For Lease of a build-to suit on a VA pre-selected and controlled land site:



Name of interested entity

The Government will pay no more than the appraised fair market rental value for leased space and no more than fair market value land.
