LOT NO: 1 TITLE Primary Dental Care Services in Brixham
1)SHORT DESCRIPTION
Torbay Care Trust is responsible for commissioning dental services for a population of approximately 145 000. We are undertaking a procurement process as part of our Dental Access Programme, to better meet the needs of the population and provide a better spread of access across the Bay.
We are seeking expressions of interest from individuals and organisations that are qualified to provide Primary dental care services under a Personal Dental Services (PDS) Plus Agreement.
1. NHS Dental services through provision of a new dental practice or expansion of a current practice in Brixham town to provide NHS mandatory dental services, circa 22 000 UDAs, to the local population.
Contracts will be for a period of 5 years with the option to extend by a further 3 x 12 months periods (at the discretion of the Care Trust) and will be let under the PDS Plus agreement.

Torbay Care Trust is responsible for commissioning dental services for a population of approximately 145 000. We are undertaking a procurement process as part of our Dental Access Programme, to better meet the needs of the population and provide a better spread of access across the Bay.

VI.4.2)Lodging of appeals
Precise information on deadline(s) for lodging appeals: Torbay Care Trust will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have 2 working days from the notification of the award decision to request additional debriefing and that information has be provided a minimum of 3 working days before the expiry of the standstill period. Such additional information should be requested from your procurement lead on this tender process. If an appeal regarding the award of a contract has not be successfully resolved the Public Contracts Regulation 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the Court may only award damages. The purpose of the standstill period referred to above is to allow parties to apply to the Courts to set aside the award decision before the contract is entered into.
