All tenders submitted in reply to an open procedure, a restricted procedure or competitive dialogue were irregular or inacceptable. Only those tenderers were included in the negotiations which have satisfied the qualitative selection criteria: yes
Tenders were invited and only one tender was received which was deemed unacceptable. Following receipt of the unacceptable tender, the Council undertook a Negotiated Procedure without prior contract notice with the sole bidder from the discontinued Restricted Procedure under Regulation 14 of public Contracts Regulations 2006. The only remaining tender was assessed in accordance with the criteria set out above and received a total weighted score of 81 out of a maximum available of 100. The bid was considered to be the best offer available to the Council that provided an excellent mix of housing design and tenure balance. The quality of the affordable homes within the proposals were extremely high both in terms of broad specification and energy efficiency. The open book approach to development and proposals around partnership working and community consultation and engagement were also highly valued by the Council.
