The North of Tyne commissioners working on behalf of Newcastle and North Tyneside Primary Care Trusts and Northumberland Care Trust are seeking to commission a Child and Adolescent Intensive Community Treatment Service that will deliver high quality specialist Tier 3+ /4 community based child and adolescent mental health services (CAMHS) to the population 0-18yrs across the North of Tyne area, within the boundaries of the Primary Care Organisations detailed above.
This Service will work with the current specialist providers of Tier 3 and 4 CAMHS namely, Northumberland Tyne and Wear Foundation Trust, Northumbria Healthcare Trust, and NHS commissioners and local communities to meet the mental health needs of children and young people with severe, acute, persistent and highly complex mental health needs.
The Service will meet the requirements of policy and best practice guidance including:
The National Service Framework (NSF) for children, young people and maternity services: the mental health and psychological well-being of children and young people standard 9 (DH 2004) to ensure that, "all children and young people, from birth to their eighteenth birthday who have mental health problems and disorders have access to timely, integrated, high quality multi-disciplinary mental health services to ensure effective assessment, treatment and support, for them and their families.

The North of Tyne child and adolescent intensive community treatment service is being commissioned to promote, maintain and improve the mental health and emotional wellbeing of children and young people from 0 to 18 years of age who require assessment, care and treatment of severe, acute and complex mental health needs at Tier 3 + /Tier 4 of the conceptual framework as defined by the 1995 NHS Advisory Service Together We Stand thematic review, which provides the framework for commissioning and delivering comprehensive services.
The commissioners are looking for innovative, forward thinking providers to develop first class services through the delivery of models of care that can deliver measurable improvements in terms of quality, value and outcomes to the mental heath of children and young people in Newcastle, North Tyneside and Northumberland.
The Service will be required to seamlessly link with locally commissioned Tier 3 services including specialist services for Early Intervention in Psychosis and regionally commissioned Tier 4 specialist In-Patient Services in order to provide children, young people and families with an appropriate service to meet their specific needs.
The Service will be a tertiary service at the interface with both Tier 3 and 4 Services.
Expectations of the service.
We expect providers to offer a well planned, goal-oriented intensive community treatment service specific to the individual in an environment which can meet their needs in the community.
The Service will be expected to link seamlessly with current Tier 3 provision and will provide additional specialist and intensive mental health care for children and young people experiencing severe and complex mental health difficulties that require increased levels of support, therapy and intervention that would normally be seen by such services.
Support should also be offered to the child or young persons family/carers to ensure their contribution to the planning of their care.
We expect the service to provide an equitable cover across the whole configuration of Newcastle Upon Tyne, North Tyneside and Northumberland.
The Service will be accessed through consultant to consultant referral through current Tier 3 Community based CAMH services and Tier 4 CAMH In-patient services.
NHS North of Tyne serves a population of approximately 98 479 children and young people aged 5-18yrs. (Source office of national statistics: mental health of children and young people in Great Britain 2004).
0.075 % of the population (as defined by Kurtz 2007 as in need of Tier 4 Services) approximately 73 children and young people aged 5-18
Outcomes required:
Evidence of a seamless pathway of care between Tier 3 Services in Newcastle, North Tyneside and Northumberland, including early intervention psychosis teams and Tier 4 In-Patient Services.
Reduction in the number of referrals to Tier 4 in-patient treatment year on year.
Reduction in the average length of stay in Tier 4 provision year on year.
Year on year improvement in the percentage of users reporting satisfaction with the service measured via a questionnaire.
Reduction in out of area placements.
