The Authority operates predominantly in the North of England and currently manages and/or maintains a housing stock of approximately 10,500 properties.
The Authority is seeking expressions of interest from suitable experienced and qualified contractors to provide a high quality responsive and void repair service to approximately 8,500 properties spread across Greater Manchester, Lancashire and potentially Yorkshire.
The Authority is seeking to appoint one contractor and to establish a term partnering agreement based upon the contract terms of TPC2005 (Amended 2008) as published by the ACA and is looking to implement a pro-active (as opposed to responsive) approach to the management of repairs and maintenance to its housing stock. The selected contractor will be required to take complete responsibility for the delivery of the works/services required under the term partnering agreement and this is likely to include the provision of full repairs and maintenance service across all trades, 24 hours a day, 7 days a week including the carrying out of the following:
(i) a full responsive repairs service;
(ii) void property repairs and preparation; and
(iii) an out of hours emergency service.

Under this contract, the constructor and its supply chain will be required to actively participate in the achievement of social objectives relating to participation in skills development, employment and training programmes within the locality of the contract in accordance with the Authority's Employment and Skills strategy and other added value contributions by the contractor and its supply chain in order to support community programmes promoted by the Authority. Accordingly, the contract performance conditions may relate in particular to secondary considerations.
