Technical inspection and testing services. The provision of services relating to the intrusive auditing of contractors who carry out the servicing and maintenance of domestic gas appliances providing heating and hot water to the Council’s residential housing stock boroughwide. Applications will only be considered from organisations able to demonstrate that they have experience in providing such services.

The contract will commence on 2.7.2012 and will be for a period of five years with a possible further mutually agreed extension of upto a further two years in the event that the contracts prove successful and there are no pressing reasons to terminate them.
Tendering for this contract will be based on the submission of detailed rates for testing gas appliances in 14 316 properties which have some form of gas appliance and approx 1 500 properties which have a gas carcass which are checked annually.
The estimated annual value of the contract is 46 000 GBP. It is anticipated that tenders will be sought in April 2012.

Objective criteria for choosing the limited number of candidates: Organisations wishing to be considered for selection to tender are required to complete a pre-qualifying questionnaire (PQQ) which should be obtained from Miss Paula Chuard, Principal Procurement Officer either by email at pchuard@wandsworth.gov.uk or by post from Housing Department, Wandsworth Borough Council 17-27 Garratt Lane, Wandsworth High Street, London SW18 4AE. Completed PQQs along with any supporting documentation must be submitted by 12:00 noon on Wednesday 14.3.2012. Late submissions will not be considered.

Selection for inclusion within the tender list will be based on the following criteria:
(a) evidence of at least 3 years experience of carrying out intrusive audits of gas contractors;
(b) evidence of proven capability to undertake the requirements of the contract;
(c) evidence of sufficient resources to fulfil the obligations of the contract;
(d) evidence of ability to deliver to the contract standard drawn from references for current and recent contracts of a similar size and nature;
(e) sufficient suitably qualified staff to cover the relevant essential areas of expertise set out above;
(f) key personnel must have good technical knowledge with a minimum of five years experience;
(g) evidence of economic and financial standing in respect of viability to perform the services;
(h) evidence of Public Liability Insurance cover to a minimum of 5 000 000 GBP per occurrence, Employer's Liability to a minimum of 10 000 000 GBP and Professional Indemnity Insurance to a minimum of 2 000 000 GBP (or statements that these will be obtained if awarded the contract);
(i) evidence that the organisation has an annual turnover equivalent to at least twice the contract value; and
(j) evidence of a sound record of quality standards, including complaint handling, health and safety and equal opportunities.

The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement, and the contract will be awarded on the basis of the most economically advantageous tender.
Following evaluation of PQQs, including receipt and evaluation of technical references, it is the Council’s intention to restrict the number of organisations invited to tender to a maximum of 6 organisations. If more than 6 companies meet the criteria for selection, those scoring the highest number of points on the evaluation criteria will be invited to tender.
Applicants are advised that references will be obtained in writing from referees. It is the applicant’s responsibility to ensure that their referees respond within the time scale as this will form a key part of the evaluation of PQQs.
A performance bond will not be required. Draft specifications may be inspected free of charge at the Housing Department, Wandsworth Borough Council, 17-27 Garratt Lane, SW18 4AE on weekdays between 9:00 and 16:30.
