II.1.5) Short description of the contract or purchase(s):

A framework arrangement for the provision of dog food for The Metropolitan Police Service € s (MPS) Dog Support Unit (DSU) this consists of between 350 - 400 dogs at any one time. The majority of these are German Shepherds (and some Malinois) that are classed as General Purpose dogs used for tracking, searching, criminal work and public order situations. There are also a number of Spaniels and Labradors used for specialist searches. To maintain the operational effectiveness of working dogs, it is essential that they receive a diet that meets their nutritional and general health requirements. Our dogs range in age from puppies through to adult dogs coming up for retirement (at approximately 9 years old). We also operate the largest police dog breeding programme within the UK. It is anticipated that the successful Contractor(s) food will provide a whole life range, fixed formula diet. We currently feed a range of complete foods, from a sole manufacturer that meets the needs of all dogs. The supply and delivery of dog food consists of a range of food delivered direct to units within the Metropolitan Police District (which comprises of London boroughs). The specification will be provided to companies who are subsequently invited to tender. The MPA/MPS is seeking through this tendering process to set up a supply framework with a suitably capable contactor to provide these Goods for a two year term of 24 months and a unilateral option of the MPA/MPS to extend for further two 12 month periods. The Metropolitan Police Authority (MPA) reserves the right to accept whole or in part of any tender or none at all. MPA also reserves the right not to issue any ITT for this requirement or subsequent contract. This notice allows itself and all other UK police forces and law enforcement agencies (and their statutory successors and organisations created as a result of re-organisation or organisational changes) to use the services described under this notice. These will include: the Metropolitan Police Authority established under section 5B of the Police Act 1996; a police authority established under section 3 of the Police Act 1996; a police authority established under section 2 of the Police (Scotland) Act 1967; the Northern Ireland Policing Board; the National Policing Improvement Agency; and all non-geographic police forces and law enforcement agencies shown at http://www.police.uk/forces.htm. The MPA expenditure is estimated to be 500 000 GBP. It should be noted that there may be an additional estimated spend of up to 550 000 GBP should these police forces and law enforcement agencies utilise the framework. MPA cannot guarantee to suppliers any business through this framework agreement.
