Tenders are sought for the continued provision of this mission critical local government improvement initiative.
Candidates are required to develop, host and promote an online service with supporting technical, facilitation and project governance services to promote a local government community network of practitioners working together to share innovation and best practice in service design and delivery. The initiative will centre on an online web-enabled facility linked to the Local Government Association’s Knowledge Hub to promote local government improvement in the area of knowledge sharing, information standards, citizen insight and business performance management. At its core the system, known as the esd-toolkit (effective service delivery), will manage a database of over 1 400 local government services and business processes. The system will offer the ability to record and share service status information, along with supporting analysis, modelling and management reporting. An effective user interface will support in excess of 500 simultaneous users from a total user list currently in excess of 24 000 names from all local authorities and some central government groups. Import/export capabilities for xml, alphanumeric and graphical data sets and real time links to central and local government online services will be necessary. Candidates will also oversee and moderate online discussion groups and specialist work streams in the subject area of public sector taxonomies, customer services, business improvement agendas, analysis and reporting, metadata management, business and transformational change management, government data standards and citizen take-up and channel migration.
