Lot No: 8 Lot title: General Fabric Repair Works
1)Short description
The City of Edinburgh Council wishes to appoint up to six suitably qualified and experienced multi-trade contracting organisations to undertake general internal and external fabric refurbishment and repair works to its property estate under a framework agreement. Generally the work will consist of masonry repairs, M&E; works, ground works, concrete works, site clearance works, minor demolition, plastering, tilting, brickwork, joinery, fencing, drainage, downtakings toilet & shower installations, ramps etc. Although the contract will predominantly be for refurbishment works there may be a requirement to undertake new build works as part of the agreement.
The Contractors must have a customer focussed approach and will be expected to work closely and co-operate with the client and in-house & external design consultants.
The Contractos shall provide all necessary services to carry out the works let under this contract.

The estimated total value of the works to be awarded under this agreement is approximately 36 000 000,00 GBP with individual projects ranging in cost from 50 000,00 GBP to 1 500 000,00 GBP.
It is anticipate that approximately seventy percent of the works will be to the internal fabric of the buildings with the remaing thirty percent being external works.
Contractors must be able to provide all necessary services to carry out the works.
It should be noted that the volume and value of projects instructed under this contract are indicative of historical work programmes and cannot be guaranteed. No claim for loss of profit, direct or indirect disruption costs or loss/expense will be considered where the volume and value of the works instructed under this contract varies from those stated.

Lot No: 1 Lot title: Electrical Refurbishment/Improvement Works
1)Short description
The City of Edinburgh Council wishes to appoint up to six suitably qualified and experienced contracting organisations to undertake electrical installation and repair works to its property estate under a framework agreement.
Generally the work will consist of mains and sub main distribution, mains and sub main switchgear, lighting and power, emergency lighting, fire alarms and other life safe systems, public address systems, structured network cabling such as Cat. 5e and Cat. 6, single and 3Ph motors, plant machinery and equipment, PAT testing & fixed wire testing and security, CCTV and communications systems. Although the contract will predominantly be for refurbishment works there may be a requirement to undertake new build works as part of the agreement.
The providers must have a customer focussed approach and will be expected to work closely and co-operate with the client and in-house and external design consultants.
The Contractors shall provide all necessary services to carry out the works let under this contract.

The City of Edinburgh Council wishes to appoint up to six suitably qualified and experienced contracting organisations to undertake mechanical installation and repair works to its property estate under a framework agreement.
Generally the work will consist of works to boiler plant (gas, oil, coal and/or biomass), ground and air source heat pumps and other energy efficient technologies, heating systems including emitters, primary and secondary distribution pipework, DHW, DCW & MCW distribution and plumbing systems, cooling systems, ventilation systems, A/C systems, extraction systems to comply with COSHH etc., controls systems & BEMS systems and mechanical plant, machinery and equipment. Although the contract will predominantly be for refurbishment works there may be a requirement to undertake new build works as part of the agreement.
The providers must have a customer focussed approach and will be expected to work closely and co-operate with the client and in-house and external design consultants.

The City of Edinburgh Council wishes to appoint up to six suitably qualified and experienced contracting organisations to undertake roofing and rainwater refurbishment and repair works to its property estate under a framework agreement. Generally the work will consist of repairs to flat roofs of various constructions and finishes, traditional pitched roofs of various constructions, sheet metal roof construction types, anchor safety and man safe systems for all roofing types, cast iron rainwater systems, PVS rainwater systems and galvanised and stainless steel rainwater systems.
The providers must have a customer focussed approach and will be expected to work closely and co-operate with the client and in-house & external design consultants.

Description of particular conditions: Contractors will be appointed to the Framework on the basis Most Economically Advantageous Tender in terms of Quality/Cost details of which will be made available in the tender documentation. Thereafter, award of specific works contracts within the various Lots will be made following mini-tendering exercises between all the relevant framework contractors. Award will be based on lowest offer. The award will be in accordance with the terms and conditions set out in the ITT documents for this framework agreement.

III.2.1)Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers
Information and formalities necessary for evaluating if the requirements are met: (1) All candidates will be required to produce a certificate or declaration demonstrating that they are not bankrupt or the subject of an administration order, are not being wound-up, have not granted a trust deed, are not the subject of a petition presented for sequestration of their estate, have not had a receiver, manager or administrator appointed and are not otherwise apparently insolvent.
(2) All candidates will be required to produce a certificate or declaration demonstrating that the candidate, their directors, or any other person who has powers of representation, decision or control of the candidate has not been convicted of conspiracy, corruption, bribery, or money laundering. Failure to provide such a declaration will result in the candidate being declared ineligible and they will not be selected to participate in this procurement process.
(3) All candidates will be required to produce a certificate or declaration demonstrating that they have not been convicted of a criminal offence relating to the conduct of their business or profession.
(4) All candidates will be required to produce a certificate or declaration demonstrating that they have not committed an act of grave misconduct in the course of their business or profession.
(5) All candidates must comply with the requirements of the State in which they are established, regarding registration on the professional or trade register.
(6) Any candidate found to be guilty of serious misrepresentation in providing any information required, may be declared ineligible and not selected to continue with this procurement process.
(7) All candidates will have to demonstrate that they are licensed, or a member of the relevant organisation, in the State where they are established, when the law of that State prohibits the provision of the services, described in this notice, by a person who is not so licensed or who is not a member of the relevant organisation.
(8) All candidates will be required to produce a certificate or declaration demonstrating that they have fulfilled obligations relating to the payment of social security contributions under the law of any part of the United Kingdom or of the relevant State in which the candidate is established
(9) All candidates will be required to produce a certificate or declaration demonstrating that they have fulfilled obligations relating to the payment of taxes under the law of any part of the United Kingdom or of the relevant State in which the economic operator is established.

(1) A statement of the candidate's average annual number of staff and managerial staff over the previous 3 years.

(3) All candidates will be required to provide certification drawn up by an independent body attesting the compliance of the economic operator with quality assurance standards based on the relevant European standards.
(4) A statement of the principal goods sold or services provided by the supplier or the services provider in the past 3 years, detailing the dates on which the goods were sold or the services provided; the consideration received; the identity of the person to whom the goods were sold or the services were provided.
(5) An indication of the proportion of the contract which the services provider intends possibly to subcontract.
(6) A statement of the technicians or technical services available to the candidate to carry out the work under the contract; or be involved in the production of goods or the provision of services under the contract; particularly those responsible for quality control, whether or not they are independent of the candidate.

Justification for the choice of accelerated procedure: Timescale required when following the restricted procedure does not allow contract award to facilitate essential works to school estate this summer. The tendering of this contract had to be delayed until a competitive dialogue process with a view to outsourcing this type of work to a private organisation was completed. Council have now taken the decision to retain this service in house.

Prospective organisations able to demonstrate relevant experience and proven ability should register their interest at www.edin-tend.co.uk where they may download and complete the Pre-Qualification Questionnaire by 12 noon on 20.2.2012. The short-listed applicants invited to tender for this contract will be selected on the basis of a questionnaire issued to all applicants responding to this notice. The subsequent process shall seek to select the organisations offering the best value by balancing the bidder's proposals with the submitted financial arrangements. Subject to the contracting authority's obligations under law the contracting authority undertakes to use its best endeavours to hold confidential any information provided by the applicants during this selection process. If the applicant considers that any of the information submitted is sensitive and should not be disclosed to third parties then this should be stated in writing at the time of submission. In the event that a formal request is received for disclosure of information during or after the selection process and the information sought has been identified by the applicant as sensitive, then the contracting authority will consider its obligations under law and consult with the applicant before responding to such a request.

Precise information on deadline(s) for lodging appeals: The Contracting Authority will issue to all tenderers by electronic means a formal Award Decision Notification. The notification will give reasons for the award decision and the earliest date that the contract will be concluded, which date shall be not less than ten days from the date of issue of the notification. If proceedings are served on the Contracting Authority in relation to a contract that has not been entered into, the procurement process will be automatically suspended. The Public Contracts (Scotland) Regulations 2006 provide for aggrieved parties to take action in the Sheriff Court or Court of Session. Any proceedings brought under the Regulations (other than proceedings seeking an ineffectiveness order) must be brought within 3 months of the date on which the unsuccessful tenderer knew, or ought to have known, of the alleged infringement of the public procurement rules. Any proceedings seeking an ineffectiveness order must be brought within 30 days of the relevant date under Regulation 47(9).
