Short description of the contract or purchase(s):
Following the successful outcome of a tenant ballot in March 2007, Conwy County Borough Council transferred approximately 3,800 units of its housing stock to Cartrefi Conwy Cyfyngedig (the Authority), a newly formed Registered Social Landlord in Autumn 2008.
The Authority is now seeking to establish a framework agreement with a single contractor. This framework agreement will govern the letting of contracts for external and environmental refurbishment works including but not limited to the supply, replacement and renewal of Roofs, chimneys, fascias, guttering, fencing, paving, wall rendering, wall repointing, wall cladding (including where necessary asbestos removal) with a total approximate cost of up to 6 million.
The Authority is seeking expressions of interest from suitably qualified and experienced organisations to be appointed to the external and environmental framework agreement with the Authority.
The Authority intends to appoint one contractor for selection and appointment to the framework agreement which will be for a maximum period of four (4) years with the facility to govern the letting of individual call-off contracts for external and environmental works.
Each call-off contract will based on the ACA Standard Form of Contract for Project Partnering ("PPC2000, as amended 2008").
The Authority reserves the right to allocate a proportion of these works to their own in-house maintenance unit.

Organisations expressing an interest will be expected to demonstrate a thorough knowledge of partnering, and a strong track record in working in occupied residential property, delivering works similar to those subject of this notice, tenant liaison and performance management.
The Freedom of Information (FOI) Act 2000 (the Act) came fully into force in 2005. If any organisation considers that any information supplied by them is either commercially sensitive or confidential in nature, this should be highlighted and the reasons for its sensitivity as well as the duration of such sensitivity specified. In such cases the relevant material will, in response to FOI requests, be examined in the light of exemptions provided for in the Act.
The Authority anticipates appointing a single contractor to a framework agreement.
The Authority reserves the right not to conclude any framework and/or award any contract or to award contracts for part or parts only of the advertised works.
Acceptance of a contractor onto the framework agreement is not a guarantee of work.
