II.2.1)Total quantity or scope:
Service provision for servicing, safety inspections and responsive repairs of domestic and commercial gas fuelled space heating and hot water systems and appliances together with planned maintenance including boiler renewals and central heating installs for domestic systems only. The contract will require full compliance with the Gas Safety (Installation and Use) Regulations 1998. In addition the service will include testing of solid fuel systems, smoke alarms and carbon monoxide alarms.
At commencement the contract will cover approximately 4 100 domestic systems and 6 commercial systems serving 515 dwellings with the potential for further properties to be added over the duration of the contract. The contract will commence on 1.10.2012 for 5 years with a possible extension for a further 3 years subject to satisfactory performance and agreement of both parties. PQQ’s are to be submitted electronically and Section VI.3 details how.
The contract may also potentially include for repair, maintenance and servicing of solid fuel, solar technologies.

Where a consortium or other grouping of suppliers submits a bid, such consortia or grouping must nominate a lead organisation to deal with Cheltenham Borough Homes on all matters relating to the contract. All consortia members or groupings will be jointly and severably liable in respect to the obligations and liabilities relating to the contract.
III.1.4)Other particular conditions
The performance of the contract is subject to particular conditions: yes
Description of particular conditions: The works are to only be undertaken by Gas Safe registered company with all operatives appropriately qualified and Gas Safe Registered in respect of gas heating and hot water systems and NICEIC registered operatives in respect of electrical controls. All installations, repairs and remedial works shall comply, where required, to the appropriate statutory & industry standards & manufacturers instructions as detailed in the tender document.

III.2.1)Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers
Information and formalities necessary for evaluating if the requirements are met: The Authority will apply all the offences listed in Article 45(1) of Directive 2004/18/EC (implemented as Regulation 23(1) of the Public Contract Regulations (PCR) 2006 in the UK) and all of the professional misconducts listed at Article 45(2) of Directive 2004/18/EC (see also Regulation 23(2) in the PCR 2006) to the decision of whether a Candidate is eligible to be invited to tender.

Candidates who have been convicted of any of the offences under Article 45(1) are ineligible and will not be selected to bid, unless there are overriding requirements in the general interest for doing so.
Candidates who are guilty of any of the offences, circumstances or misconduct under Article 45(2) may be excluded from being selected to bid at the discretion of the Authority.

The company must be Gas Safe registered and all operatives to be Gas Safe Registered and qualified to provide the required services.
For all operatives to have received asbestos awareness training.

The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs).However, any selection of tenderers will be based solely on the criteria set out for the procurement,and the contract will be awarded on the basis of the most economically advantageous tender. Cheltenham Borough Homes will act as contract administrators with the contract in the names of Cheltenham Borough Council and the successful tenderer(s).
