The Outer Harbour and the Approach Channel of the Cardiff Bay Barrage provides a safe haven for boats entering the Inland Bay and it was designed to allow access and egress for boats at all states of the tide. Siltation of the harbour is a continuing maintenance liability that was anticipated when the barrage was constructed. The Harbour Authority within Cardiff Council has a duty under the Cardiff Bay Barrage Act to maintain the Outer Harbour and Approach Channel as a navigational route to the Inland Bay and also has to comply with the requirements of the dredging licence.

Dredging of the Outer Harbour and Approach Channel is required twice yearly at times agreed with the Environment Agency and generally takes place in February, late July and early August each year with each dredging campaign removing approximately 70 000 cubic metres of silt. The Council are looking to award a 5 year contract to one contractor. A Licence under the Marine and Coastal Access Act 2009:Part 4 - Marine Licensing is required and all necessary consultations are undertaken during consideration of the application.
