QUANTITY OR SCOPE OF THE CONTRACT
II.2.1)
Total quantity or scope:
Expressions of interest are sought from civil engineering contractors who wish to be invited to tender on the basis of a single stage lump sum procurement process to finalise design development and then construct the Infrastructure Phase 3 on the West Cambridge Development.
The project will be procured using a single stage tender based substantially on the NEC ECC standard form of contract (third edition June 2005 with amendments). The consultants appointments will be novated to or made by the contractor during or at the completion of the scheme design stage.
The development site is situated to the south of Madingley Road and adjacent to the M11 at junction 13. The construction works include roads, pavements, car parking, surface water attenuation and both hard and soft landscaping. Service provision will include high voltage electrical, gas, water CCTV and communications distribution.
The design team will be novated to the Contractor who is selected to undertake the project. Works are expected to start on site in October 2010 with completion in March 2012.
Estimated value excluding VAT: 12 000 000 GBP.

III.1.1)
Deposits and guarantees required:
The right is reserved to require a parent company guarantee and or suitable performance bond or bank guarantee to secure any advance payments/warranty or maintenance as felt appropriate. Collateral warranties to the University and third party funders/developers may also be required.

In the event of a joint venture or consortium submitting an acceptable offer, it will be necessary for each member of the joint venture or consortium to sign an undertaking that each such member will be jointly and severally responsible for the due performance of the contract.
Evidence of relevant insurances, including Professional Indemnity Insurance shall be required from each member.

Information and formalities necessary for evaluating if requirements are met: The response to this Notice must demonstrate the Contractors suitability to undertake the project. To be considered for this work the submission must provide the details and/or demonstrate compliance in the areas specified under III.2.2 and III.2.3.

Economic and financial capacity:
Information and formalities necessary for evaluating if requirements are met: Tenderers must produce records of turnover for the previous three year period. Tenderers must produce the last three years annual published accounts. Evidence of relevant insurances must be provided, including Professional indemnity insurance and public liability insurance cover with a limit of indemnity of at least 10 000 000 GBP.
Tenderers must have an annual turnover, for the particular regional office which will deal with the project, in excess of 40 000 000 GBP.
III.2.3)
Technical capacity:
Information and formalities necessary for evaluating if requirements are met:
1) Possess the necessary resources, capability, capacity and management to undertake the work over the period stated.
2) Demonstrate a quality management system to BS EN ISO 9001.
3) Demonstrate an ethos of working with the client and design team to produce a finished facility which satisfies the Users requirements on the cost, with no sacrifice in the architectural merits of the project.
4) Be a member of the CIOB chartered builder scheme and member of the CSCS training scheme or have equivalent recognition within a professional body of similar standing. Be a member of, or be willing to join, the considerate contractors scheme.
5) Demonstrate an adequate health and safety record.
6) Demonstrate the ability to involve sub-contract specialists in the design process in order to fully develop the design.
7) Have recent experience of similar projects (information should be provided on project values, sizes, clients and outcomes).
8) Demonstrate experience of the ECC form of contract, particularly with use on develop and construct contracts and be willing to enter into an agreement using the ECC form.
9) Demonstrate experience of undertaking develop and construct projects, including staff experience in this form of procurement.
10) Outline the proposed approach to management of the project.
11) Provide three reference sites with full contact details to permit references to be sought without further permission.
12) Have an in-house co-ordinator with appropriate experience in arranging, supervising and managing the testing and commissioning of the completed works.
13) Demonstrate the capability to service a project in Cambridge if the head office location, or staff sourcing office, is located elsewhere.
14) Demonstrate the ethos of managing the design and construction of an energy efficient and low maintenance product by reference to sustainability policy and achievements.
15) Demonstrate the ability to complete projects on time and within budget.
16) Provide names and details of the relevant education, professional qualifications and experience of all the managerial staff to be responsible for and associated with the project.

ADDITIONAL INFORMATION:
Expressions of interest only are required at this stage from Contractors in order to formulate a list of suitable contractors to be invited to tender for this project. A short list of no less than three contractors will be compiled based upon the responses to this Notice, judged against the criteria listed herein under III.2. Tender documents will only be provided to these contractors inviting them to submit tenders for the work and attend a selection interview. On the basis of the tender returns and responses given at interview, measured against the criteria noted in IV.2, a selection will be made for the Contractor to undertake this project. The awarding authority does not bind itself to accept either the lowest or any bid, and will not be held responsible for costs incurred by the bidders. Submissions in response to this Notice must not extend to more than twenty pages of A4, electronic copies will not be accepted. All discussions and correspondence will be conducted in English. The contract shall be subject to English Law. Please note that no further information regarding this process to obtain expressions of interest is available at this time.
