II.2)QUANTITY OR SCOPE OF THE CONTRACT

Bristol City Council seeks to procure on behalf of itself, Bath and North East Somerset Council, South Gloucestershire Council and North Somerset Council between 200 and 250 on-bus ticket machines and the associated depot management requirements for a number of operators. The Council expects this solution to include the supply, delivery, installation, testing, commissioning, configuration and maintenance. The Council requires that all the specified equipment will be fully compliant to version 2.1.3 of the ITSO specification at the point of delivery with an upgrade plan to version 2.1.4 that will form part of the deliverable. The Council anticipates placing the order with an established supplier, committed to this market sector.
Estimated value of the procurement including any optional services is in the range 450 000 GBP to 550 000 GBP.

Minimum level(s) of standards possibly required The organisation must be able to demonstrate by way of its financial resource that it represents an acceptable degree of risk appropriate for this project. The purpose of the Council's assessment of an applicant's economic and financial capability is to assess whether it can have confidence in the applicant's ability to perform the contract. To this end the Council will undertake an overall assessment of information supplied as requested in paragraph 10 of the Pre Tender Questionnaire but the Council will not and does not apply specific ratios in the sense that failure to meet a specified level for one ratio would result in automatic elimination. If one or more ratios give cause for concern an assessment will be made of any balancing factors to determine if on balance the risk of contracting with the organisation would be unacceptable.
The applicants must also be able to demonstrate the availability of financial resources appropriate to such a contract taking into account its value, duration and the level if investment required.
Public liability insurance of 5 000 000 GBP and employers liability insurance cover of 10 000 000 GBP must all be in place on date of return of tender submission.
