II.2.1)Total quantity or scope
The MoD has a requirement to replace the existing Identification Friend or Foe (IFF)/Secondary Surveillance Radar (SSR) transponders currently fitted to the Hawk Mk1/1A training aircraft, with a compliant stand-alone Mode S transponder, in order to meet the Civil Aviation Authority (CAA) mandate for the carriage of a Mode S transponder. Hawk is required to be fitted with this capability by 31 March 2012.
This requirement relates to a sub-set of the Hawk fleet for which IFF capability is not required for the roles undertaken. The MoD is seeking to equip these Hawk aircraft with a Mode S only transponder. A total of 35 aircraft are included in this category. Small additional quantities of equipment may be required as spares or for ground training purposes.
The technical standard required of the replacement equipment is that which meets the requirements of the International Civil Aviation Organisation Standards and Recommended Practices (SARPS), Annex A, Vols III and IV Amendment 77 for an Elementary Surveillance (ELS) level 2es transponder. The replacement system is expected to be a mature commercial design which has received Mode S compliance certification from the European Aviation Safety Authority, or from an equivalent body such as the US Federal Aviation Authority. Backwards compatibility with SSR Modes A and C must be retained, and aerial diversity must be provided. It is expected that the electrical and signal connectors will be mounted on the smallest face of the equipment (width x height).
Equipment offered to meet this requirement must be capable of meeting the Hawk operating environment, which is that of a typical subsonic fast jet aircraft. The Hawk aircraft in which the equipment will be fitted will not be used for weapon firing. The MoD will consult the Hawk Designer, BAE Systems, for advice on the operating environmental implications for each system offered as a candidate for Hawk.
A through life support solution shall be identified for any proposed equipments, capable of supporting the candidate equipment in service until 2019.
Transponder location. Previous studies by the Hawk Designer have shown that there are only 2 locations suitable for the replacement Mode S transponder.
Current location. The current IFF/SSR transponder fitted is a Plessey transponder (part number 615-1-08501), which is located in the port side of the cockpit fuselage adjacent to the rear crew member’s left rudder pedal. The dimensions of the current transponder are 253 mm (L) x 57 mm (W) x 125 mm (H). There is a very small amount of additional space available for a replacement transponder and mounting tray; however, candidate transponder systems shall not be significantly larger than the existing system. In particular, greater width will intrude on the space required for free operation of the rudder pedals.
Rear cabin bulkhead. The location is on the rear cabin bulkhead, inside the pressure hull and at head level aft of the ejection seat. Safety Considerations dictate that the maximum transponder dimensions for fitting in this location are 402 mm (L) x 205 mm (W) x 295 mm (H).
Controller location. The current control unit is situated in the front cockpit on the starboard console. It is assumed that a replacement control unit will go into the same console; however, a modification scheme exists for Hawk which allows a larger controller to be used than the controller currently used. The maximum dimensions of the replacement controller are 76.4 mm (L excluding connectors) x 136.2 mm (W excluding mounting flange) x 95.2 mm (H). The replacement controller is not required to be compatible with night vision goggles.
