Options are included for the provision of a visual system on the Flight training Device (FTD); provision of dynamic and static visuals models; provision of computer generated forces; improvements to the existing LAN and WAN capability; and improvements to the synthetic environment.

Justification for the choice of the negotiated procedure without prior publication of a contract notice in the OJEU in accordance with Directive 2004/18/EC or 2004/17/EC respectively
The works/goods/services can be provided only by a particular tenderer for reasons that are: connected with the protection of exclusive rights
The flight simulation and synthetic trainers team, part of the UK Ministry of Defence, intends to place a contract with CAE (UK) PLC to upgrade existing Hercules C130J Synthetic Training Equipment.
It is considered that this contract can be placed using the negotiated procedure without prior publication pursuant to Article 28(1)(b)(e) Defence and Security Directive 2009/81/EC (Regulation 16(1)(a)(ii) of the UK Defence and Security Public Contracts Regulations 2011). This is due to the fact that CAE (UK) PLC holds the exclusive rights to the data which is required for the upgrade work.
