Centro, the West Midlands Integrated Transport Authority, with Local Authority partners promote and develop transport across the region. We invest in a number of activities designed to improve and enhance the regional transport structure, working towards a fully integrated transport system offering safe, secure and efficient travel.
To this end a contract is required for provision of highways and civils minor construction works for transport related schemes; typically minor highway improvements, work on bridges and structures, together with other transport related highway and civil’s construction. The works will mainly, but not exclusively, comprise of schemes included in the West Midlands Local Transport Plan, and the West Midlands Local Sustainable Transport Fund bid, however this contract will also be used for other minor highway and related civils works for improvements to be undertaken throughout the West Midlands Region.
Centro and regional council partners in the West Midlands, will need to carry out improvements across the region.
A number of infrastructure enhancements will be required as part of our proposed Local Sustainable Transport Fund bid which includes infrastructure improvements along corridors such as:
— A38 Bristol Road, A441 Pershore and A41 Warwick Road corridors in Birmingham,
— Walsall to Merry Hill, Quiton to Wolverhampton and West Bromwich to Wolverhampton corridors in the Black Country,
— A452 Chester Road corridor in Solihull,
— corridors in the north of Coventry.
The total cost of works for the length of the framework are currently estimated at between 50 000 000 GBP and 100 000 000 GBP with an anticipated commencement date of July 2012. The works will include but are not limited to:
— excavation of existing carriageway, footways, landscape areas and removal of trees,
— flexible pavement and footway construction,
— removal and installation of road markings and signing,
— installation of new drainage,
— installation of new traffic signals and pedestrian crossings,
— installation of lighting columns, bollards and electrical connections,
— infilling of existing subway and associated demolition works,
— protection to existing underground services if required,
— co-ordination of statutory undertakers works,
— associated landscape works, and
— construction of park and ride facilities.
The works required will be broken down into 3 lots based on financial thresholds (and the implied increased complexity of works and project management) as follows:
The client reserves the right to group together a number small packages of work to make one larger package. This may move a work package to a different lot.
Lot 1 - Highway and related Civils works upto a value of 49 999 GBP.
Lot 2 - Highway and related Civils works from 50 000 GBP to 499 999 GBP.
Lot 3 - Highway and related Civils works 500 000 GBP+.
The contracting authority is purchasing this framework agreement on behalf of the West Midland Metropolitan District areas. The West Midland District areas comprise of:
The West Midlands District areas comprise of:

— Dudley MBC,
— Sandwell MBC,
— Solihull MBC,
— Walsall MBC,
— Wolverhampton City Council.

This Framework Agreement may also be potentially utilised by other organisations in U.K. if deemed appropriate. These additional uses are estimated, not assured and Centro cannot guarantee any value or quantity of work associated with any Lot within this framework agreement. It is Centro's intention to make the framework available to other local authorities in the UK. This will consist of the following: all county councils, borough and district councils and unitary authorities throughout England, Northern Ireland, Scotland and Wales (please see: www.direct.gov.uk/en/DI1/Directories/Localcouncils/AToZOfLocalCouncils/index.htm.
