SECTION II: OBJECT OF THE CONTRACT

II.1) DESCRIPTION

IT Assist, the NICS ICT shared service centre, provides common infrastructure and desktop services to NICS staff in the office, at home or when mobile working. It provides a cost-effective means of delivering ICT services to all departments within the NICS, operating to industry best practices and providing improved levels of service availability and resilience to meet the needs of all stakeholders.
This document defines a requirement on behalf of IT assist, departments of the NICS, NIO and their respective NDPBs and agencies. A list of all contracting authorities who will be party to this contract is provided in Section VI.3 of this contract notice.
You are invited to submit a proposal for the supply, delivery and related services of approximately 10 000 desktops.
N.B. The numbers provided are indicative only. The customer will purchase devices as required within the period of the contract and are under no obligation to meet a minimum or maximum amount.
The contract will be awarded for a period of 12 months with options to extend in periods of 12 months up to 3 years.

II.2.1) Total quantity or scope:
While the contracting authority cannot guarantee volumes of work under this contract, it is estimated that the total potential volume of desktops to be purchased over the contract term wil be approximately 10 000.
In accordance with Regulation 14 (1) (d) (ii) of the Public Contract Regulations 2006 (amended 2009), the contractting authority may use the negotiated procedure to establish a public services contract for new services which are repetition of the services provided under this contract.

Information and formalities necessary for evaluating if requirements are met:
Tenderers must provide evidence that they possess the experience as detailed in the format of response section in the tender documents. The experience criteria must be met. Failure to do so will result in the tender being rejected.
Minimum level(s) of standards possibly required:
€ Tenderers must be properly resourced and have in place tried and tested procedures for large scale PC deployment exercises of over 100 PCs at the same time.
You must provide evidence / examples of at least 2 such exercises including the number of PCs, the number of disparate sites involved, the number of engineers used and timescales involved.
€ Tenderers must be properly resourced and have in place tried and tested procedures to support an environment of a minimum of 3 000 machines.

€ Tenderers must complete the pro forma at appendix B (in the terms of reference) for each member of staff nominated to provide services under this agreement. This includes account manager, engineers and any other support staff,
€ Tenderers must indicate that all staff appointed under this contract will have Basic check security clearance when working with equipment other than in NIO where they will require counter terrorism clearance.
The contractor is expected to meet the costs of the clearance procedure for their staff.
€ Tenderers must list the numbers and locations of engineers who will be involved in deploying equipment to customer sites, including those outside northern Ireland,
€ Tenderers must identify the account manager for this contract. The account manager must have a minimum of 3 years experience in this role € evidence should be provided. (please complete the pro forma at Appendix B in the terms of reference).
For large scale hardware refresh projects (more than 40), a project manager should be assigned to manage the process.

IV.2.1) Award criteria:
The most economically advantageous tender in terms of the criteria stated in the specifications, in the invitation to tender or to negotiate or in the descriptive document.

CPD intend to use an electronic auction (eAuction) as a mechanism to achieve the optimum price for each offering. The evaluation criteria below have been accredited weightings and it will be the highest-ranking proposal in relation to all criteria that will be awarded the contract. This means that the lowest price in the auction will not automatically win, as the eAuction will only be used to refine the unit cost. Only Tenderers who have demonstrated compliance with all mandatory requirements in the primary evaluation will be invited to participate in the eAuction.

BravoSolution has been appointed to organise and manage the eAuction event. The event will take place on the eSourcing NI platform through www.e-sourcingni.bravosolution.co.uk.

Access to the eAuction will be strictly limited to those Tenderers selected by the evaluation panel to participate in the final round of the bidding. The shortlist of participating bidders is a result of the panel € s careful consideration of all responses to the invitation to tender document.
Results of this primary evaluation will be forwarded to Tenderers prior to the auction taking place. Tenderers will have visibility of their overall ranking throughout the duration of the eAuction. Further details will be provided prior to the eAuction in the eAuction Rules of Participation.
BravoSolution will manage the operational aspects of the eAuction event and will have the overall responsibility for its proper technical and procedural implementation.
During the eAuction participating Tenderers will ONLY be able to view their bid and a breakdown of the items that constitute this bid € as well as their current scored rank. The current scored rank reflects non-price factor weighting applied to all price bids submitted, so a ranking of Number 1 is the leading participant after consideration of Price and Non-Price factors € a transformed bid. Participating Tenderers will not have visibility of other Tenderer € s item level prices.
It is intended that the eAuction will be held on 21.4.2010.
Practice (dummy) eAuction.
BravoSolution will provide all participating Tenderers with practice eAuction sessions prior to the live eAuction, with the goal of providing hands-on training on the system and on this specific configuration of eAuction. This exercise is also aimed at ensuring that participating Tenderers are adequately equipped in terms of computer software, hardware and Internet connectivity.
CPD and BravoSolution strongly recommend that all Tenderers take part in the practice eAuction sessions (even if you have participated in eAuctions in the past) in order to ensure that they are fully prepared for the event.
