THIS IS A NOTICE FOR SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. THERE IS NO BID PACKAGE, SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE WITH THIS ANNOUNCEMENT. IT DOES NOT CONSTITUTE A PROCUREMENT COMMITMENT BY THE U.S. ARMY CORPS OF ENGINEERS, IMPLIED OR OTHERWISE. NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. RESPONSE IS STRICTLY VOLUNTARY; NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SYNOPSIS OR ANY FOLLOW-UP INFORMATION REQUESTS. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of the industrys (both small and large) businesses to determine if there is a reasonable alternate source to the Monaco Transceiver Unit of the alarm system. This synopsis is full and open to all business categories both large and small, both business categories are encouraged to submit responses. If a small business is responding, please identify any categories pertaining to your business: (certified 8(a), certified HUBZone, and Service-Disabled Veteran-Owned Small Business (SDVOSB)). Responses are restricted to U.S. firms that are established and registered in Central Contract Registration (CCR).

SUBJECT: Market Survey for Monaco Transceiver Unit Sources Sought

The New York District intends to solicit and award up to seven construction projects on Fort Drum, NY, during the fiscal year of FY 2010 (Oct 09 thru Sep 10). These projects will be solicited competitively under future solicitations. However, each project will include a Brand Name Only component. This notification serves three purposes: (1) to notify potential offerors of the Armys intent to solicit a brand name only component under a future construction project and (2) to identify potential sources that can provide the brand name only item and (3) notification of the Armys intent to contract sole source for a Brand Name Only, system Monaco, as described below. The Monaco system is embedded in the Construction projects, which projects will be issued competitively. Only that part of the projects requiring the Monaco system is sole source if no sources are able to provide a compatible system. In the event no compatible equipment exists, the Brand Name Only justification will be issued pursuant to FAR 6.3, Only One Responsible Source. This synopsis is for planning purposes and is not a solicitation. This synopsis is the only document that will be published notifying potential offerors of the governments intent.

SUMMARY OF REQUIREMENT: The BTX-F Fire Alarm Building Transceiver is functionally designed for specific Government fire department operations. Fort Drum currently uses the Monaco D-21 Enhanced Central Radio Alarm System. The Monaco Enterprises Inc. BTX-F Building Transceiver is the one piece of equipment best suited to meet the needs of Fort Drum. Only this one model has been determined to be acceptable. Each proposed project currently includes the Brand Name fire alarm radio transceiver manufactured by Monaco Enterprises. These projects require reliable receiving and reporting building fire alarm systems compatible with the installations base stations. It has been determined that a microprocessor based radio controlled fire reporting system is the best and the most economical system, and would be compatible with the existing system. It is paramount that any proposed replacement to the Monaco Enterprises Inc. BTX-F be carefully coordinated to maintain overall system integrity and capabilities. The required features of the BTX-F Fire Alarm Building Transceiver that must meet with a proposed substitute are as follows:
" Hardwire line or narrowband radio communication with any of the D-21 Fire Management System
" Narrowband radio is FCC certified for narrowband operation and meets the requirements of the NTIA (National Telecommunications and Information Administration) Manual of Regulations and Procedures for Federal Frequency Management
" Radio communication with the D-700
" Provides automatic and manual control of local or remote devices such as turning on pumps based on timed events, input from a fire alarm control panel, or manually activated from the D-21
" Provides eight relay driver outputs and four supervised zone inputs:
" Eight onboard open-collector relay driver outputs can connect to the BT-X relay board or to relay coils that remotely control equipment such as pump activation inputs, HVAC dampers, lighting, door openers, runway barriers, and gates. These outputs can also drive remote annunciator LEDs
" Four supervised fire zone inputs for connection to fire detection and monitoring devices located within 15 feet of the BT-XF; these are supervised for open (trouble), short (alarm), single-ground fault, and double-ground fault conditions
" Four zone LEDs (one for each zone) reflect the condition of the zones: trouble, alarm, or normal
" Status LEDs reflect the status of the BT-XF: general alarm, general trouble, system fault, in-communication, carrier detect, transmit, primary power, battery boost charge, and battery float charge
" Supports up to 31 zone expansion backplanes into which fire expansion cards can be plugged
" Each zone expansion card provides four zone inputs and eight relay outputs for connection to local or remotely located devices
" Each expansion card has five LEDs: the PWR LED indicates power is being supplied to the card; the remaining four LEDs indicate the status of the four zone inputs
" Each BT-XF can support up to 252 zones and 504 relay outputs with 62 expansion cards installed
" One selectable RS-422/RS-485 port for communication with peripheral equipment or connection to a local access controller. An alternative use of this port is hardwire connection to multiple BT-XF units connected together for communication with the D-21
" Two full-duplex RS-232 ports used to program the BT-XF via connection to a laptop computer or for connection to peripheral equipment that does not have a RS-422 port/RS-485 port
" 115 or 230 Vac power monitored with automatic switchover to backup battery power that provides standby power; the number of hours depends on the battery
" Self test, stuck transmitter disconnect, reset, acknowledge, and battery reconnect switches
" Local audible alert
" Real-time clock and calendar
" 1/2 MB of program memory
" 1/2 MB of non-volatile data storage
" Fits in a variety of enclosures; the enclosure size depends upon how many expansion cards are needed
" Factory Mutual approved
" 24/7 technical support and in-service training of Installation personnel for operation and maintenance.
" Software compatible, or which can fully interface, with the current base wide system; Monaco D-21 Enhanced Central Radio Alarm System.
