Support Services for The CDC Division of Vector-Borne Infectious Diseases

The Centers for Disease Control and Prevention (CDC), Coordinating Center for Infectious Diseases (CCID), National Center for Zoonotic, Vector-Borne & Enteric Diseases (NCZVED), Division of Vector-Borne Infectious Diseases (DVBID) intends to issue a solicitation that will serve as mechanism to obtain a variety of technical, operational, and professional support/staffing services within the Continental United States (CONUS) to support international activities. The services to be performed under this contract shall be non-personal in nature and the contractor shall not perform "inherently governmental functions."
The Contractor shall, as an independent organization and not as an agent of the Government, furnish the necessary management and personnel for the efficient performance of duties commonly termed support services to assist the operations and mission of the Fort Collins and San Juan, Puerto Rico facilities of the Division of Vector Borne Infectious Diseases. The services provided shall include administrative, laboratory, epidemiological, information technology support, and field investigation within various scientific disciplines.
The contractor/offeror shall be responsible for the recruitment of these individuals. These individuals may be recruited from the offeror's organization, networks established by the offerors, or by any means deemed necessary by the offerors. This contract shall require travel for short term assignments or temporary duty in domestic and international locations. The contractor must be capable of providing travel management expertise and assistance to their employees to include airline tickets, Per Diem, Immunizations, Passports, Visas, Insurance, Housing, Medical Emergencies, Emergency Evacuation, compliance with international country laws and other details necessary to perform this task. The contractor must also be capable of providing local transportation whenever local transportation is needed. The DRAFT Statement of Work (SOW) is attached for informational purposes only.
This will be an 8(a) Competitive Set-Aside with the NAICS Codes of 541990 - All Other Professional, Scientific, and Technical Services with a $ 6.5 million size standard and 541611 - Administrative and General Management Consulting Services. The award will be an Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a not to exceed amount of $50,000,000.00. The anticipated period of performance will be 60 months, five (5) years.

This is a new requirement, thus there is no incumbent contractor.

The Request for Proposal (RFP) will be provided to designated 8a firms on or about March 8, 2010. The anticipated contract award date is June 4, 2010.
