The US Fish and Wildlife service intends to negotiate a noncompetitive contract with XM Satellite Radio, Inc. The purpose of this procurement is for the contractor to provide Satellite Whether: Aviation Subscription Packages for (15) Government owned "State" aircraft within CANADA all of which are equipped with Garmin Navigational Systems. The total value of this contract is less than the simplified purchase threshold. A determination not to compete this proposed has been made pursuant to USC 253(c)(1), as implemented by FAR 6.302-1. This notice of intent is not a request for competitive proposals. Any other interested organizations must submit a writtent statement of their capabilities and qualifications to fulfill this requirement to the identified point of contact as soon as possible, but no later that 400pm EDT on June 7th, 2010. Faxed and e-mailed statement are acceptable, but the senders bears full responsibility to ensure complete transmission and timely receipt. Any such statement of capabilities and qualifications received by the deadline will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
