This acquisition is proceeding as a Firm Fixed-Price, UNRESTRICTED FULL AND OPEN COMPETITION, Request for Proposal (RFP).Estimated Cost Range is between $1,000,000 and $5,000,000. Period of Performance for Construction: TBD per Task Order. Job Descriptions: The work includes, but is not limited to: ACM & LBP sampling & testing, removal of friable and non-friable asbestos materials, removal of lead-based paint, placement of carpet, vinyl cover base and vinyl composition floor tiles, and demolition and salvage of non-asbestos and lead-based paint materials. Work will be conducted for the military facilities of USAF and its partner units on Okinawa Japan. The anticipated award will be for a base year with four 1-year options. A minimum of $2,500.00 is guaranteed over the life of the contract. The aggregate maximum amount of this program including the base and all option years shall not exceed $5,000,000.00. The award will be made to offerors providing the best value to the Government. The Government anticipates using the Lowest Price Technically Acceptable (LPTA) procurement method for this RFP. The anticipated solicitation release date is 3 February 2012. The closing date, time for submission of offers, as well as the date and time for pre-proposal conference will be contained in the solicitation package. Solicitation documents will be posted on the FedBizOpps website, www.fbo.gov. No paper copies will be issued. Plans and specifications will NOT be provided in hard paper copy or on CD-ROM format. The solicitation and all amendments for this acquisition will be posted on a Government website known as FedBizOpps (www.fbo.gov) once the RFP is issued. THIS INFORMATION IS PROVIDED FOR INFORMATION ONLY. The contemplated contract is to be performed in Okinawa, Japan. In accordance with FAR 52.236-7, Permits and Responsibilities - The Offeror shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government and political subdivisions laws, codes, and regulations applicable to the performance of the work. Also, in accordance with DFARS 252.225-7042, "Authorization to Perform" - The Offeror has been duly authorized to operate and to do business in the country or countries in which the contract is to be performed.
