Synopsis:

This notice is to identify all prospective offerors within the Republic of Turkey in submitting proposals for the upcoming solicitation of Roads & Grounds Indefinite Delivery/Indefinite Quantity (ID/IQ) at Incirlik Air Base, Turkey. Project requirements will be identified in separate Task Orders/Delivery Orders (TO/DO). Requirements include providing the labor, equipment, and materials for performing earthwork, excavation work , site work, concrete work, masonary work, joint seal work, precast concrete, painting, rubber and paint removal work, and other items defined in the Contract Documents. The work includes incidental related work to existing vegetation, structures, equipment, utilities, pavement and improvements.

All prospective offerors must be in the CCR and submit a DUNS number as well.

The intended award is anticipated to be a firm-fixed price type contract.

The formal solicitation is expected to be released on or about 29 January 2010. Proposal will be due 30 days after the solicitation release date.

ATTENTION POTENTIAL OFFERORS: IMPORTANT INFORMATION CONCERNING ELIGIBILITY FOR AWARD OF THIS SOLICITATION. DUE TO ESTABLISHED ECONOMIC AGREEMENTS BETWEEN THE UNITED STATES GOVERNMENT AND THE GOVERNMENT OF TURKEY, THE AIR FORCE INTENDS TO AWARD THIS SOLICITATION TO A BUSINESS CONCERN WITHIN THE COUNTRY OF TURKEY. THEREFORE, PROPOSALS FROM BUSINESS CONCERNS OUTSIDE OF TURKEY WILL NOT BE CONSIDERED.
In accordance with DFARS 252.204-7004, contractors must be registered in the Central Contractor Registration (CCR) prior to award of all solicitations. Registration may be accomplished at http://www.ccr.gov, or telephone at 1-888-CCR-2423.
All potential offerors must submit the attached Pre-Proposal Conference/Site Reservation Form to this office identifying the company name, address, phone number, email, and solicitation point of contact if the U.S. government is to make arrangements for their access to the base. The cutoff date for submitting the Pre-Proposal Conference/Site Visit Reservation Form is 1:00 PM (1300 hours) local, 29 December 2009. Pre-Proposal Conference/Site Visit Reservation Forms can be hand carried, sent by mail, or sent via e-mail to be accepted.

Any interested parties who do not submit the above requested information by the stated cut-off date will be responsible for making their own arrangements with Turkish Air Force (TURAF) Pass & ID officials for obtaining access to Incirlik Air Base, Turkey.
Magnitude of this solicitation is between $5,000,000 and $10,000,000.
