Recovery-Design Build - Lightning protection upgrade for 13 Fire Lookouts in Malheur National Forest. This project is funded under the provisions of the American Recovery and Reinvestment Act of 2009 (ARRA). This contract will procure the design and construction of lighting upgrades for 13 remote Fire Lookouts stations in the Malheur National Forest. Each site will require a site investigation, engineering reports, design deliverables, construction cost estimates and construction.

The Government anticipates a two-phase award process for this project. The first phase will consists of a down selection of no more than 5 technically acceptable proposals that have acceptable past performance, sound technical solution and reasonable cost estimate. The second phase will consist of evaluating contractor's technical proposals and price to determine who provides the best value to the Government.

This Solicitation is expected to be released on or around 2/8/2010

The Government range for this project is estimated to be between $250,000 and $500,000.

This procurement is full and open competition under the small business competitive demonstration program.

This project is subject to the American Recovery and Reinvestment Act reporting requirements.
