Lucrarile consta în reabilitarea a 38,238 km drumuri de acces la obiective turistice importante din judetul Tulcea. Proiectul propune reabilitarea structurii rutiere existente pentru aducerea la parametrii tehnici corespunzatori, asigurându-se astfel conditii optime de siguranta si confort pentru circulatia auto si pietonala.

Information and formalities necessary for evaluating if requirements are met: Bilanturile contabile din ultimii 3 ani, respectiv 2007, 2008, 2009, vizate si înregistrate de organele competente, Declararea cifrei de afaceri pe ultimii 3 ani, respectiv 2007, 2008, 2009, Dovada capacitatii financiare de sustinere a lucrarii (cashflow) în cuantum de minim 3 000 000 EUR.
Minimum level(s) of standards possibly required Media cifrei de afaceri a ofertantului (operator economic sau membrii asocierii de operatori economici împreuna) pe ultimii 3 ani nu trebuie sa fie mai mica de 20 000 000 EUR.
III.2.3)Technical capacity
Information and formalities necessary for evaluating if requirements are met:
Declaratie privind lista contractelor aflate în derulare–Anexa nr. 2, Declaratie privind lista principalelor lucrari executate în ultimii 5 ani – Formular nr. 5, Declaratie privind utilajele, instalatiile, echipamentele tehnice pe care ofertantul se angajeaza sa le utilizeze pentru îndeplinirea contractului. (Formular nr. 3),Declaratie care contine informatii privind numarul mediu, în ultimii 3 ani, al personalului angajat, asigurarea cu personal de specialitate, numarul si pregatirea cadrelor de conducere, precum si persoanele responsabile direct de îndeplinirea contractului(Formularele nr. 4 si 7), CV-urile persoanelor responsabile direct cu îndeplinirea contractului, precum si ale oricaror alti specialisti cu sarcini cheie în îndeplinirea contractului. Ofertantii trebuie sa fie certificati în sistemul de management al calitatii SR EN ISO 9001 sau echivalent, în sistemul de management al mediului ISO 14001 sau echivalent,în sistemul de management al sanatatii si securitatii ocupationale OHSAS 18001 sau echivalent, în sistemul de management al responsabilitatii sociale SA 8000 sau echivalent.
Minimum level(s) of standards possibly required
Ofertantul trebuie sa fi executat si finalizat în ultimii 5 ani (calculati pâna la data depunerii ofertelor) o lucrare de constructii sau reabilitari sau largiri de drumuri, a carei valoare sa nu fie mai mica de 10 000 000 EUR, fara TVA.
Utilajele minime necesare de care ofertantul trebuie sa dispuna (proprietate sau chirie):
— statie/statii de preparat mixturi asfaltice sau contract cu o statie/statii de mixt. asfalt.cu o productivit. de cel putin 190 to/ora (cumulat) situate pe teritoriul judetului Tulcea. Statia/statiile trebuie sa aiba autorizatie de construire, inspectie tehnica valabila la data depunerii ofertelor si trebuie sa detina autorizatie de mediu valabila la data depunerii ofertelor sau cel putin acord de mediu,
— statie de betoane cu capacitatea de minim 20 mc/h sau contract cu o statie de betoane cu capacitatea de minim 20 mc/h, situate pe teritoriul judetului Tulcea, cu raport de inspectie si autorizatie de mediu valabila la data depunerii ofertelor sau cel putin acord de mediu. De asemenea, ofertantul trebuie sa faca dovada ca este producator de produse prefabricate din beton (borduri, dale, pavele etc.) sau sa prezinte precontracte încheiate cu furnizori de prefabricate din beton (borduri, dale, pavele etc.). Ofertantii trebuie sa dispuna de resursele umane considerate de Autoritatea Contractanta ca fiind strict necesara îndeplinirii în bune conditii a contractului (personal de specialitate si experti care vor avea roluri esentiale în îndeplinirea contractului):un sef de santier–inginer drumuri si poduri sau constructii civile, cu cel putin 10 ani experienta în derularea unor proiecte similare;un responsabil tehnic cu executia, cu certificat de atestare tehnico-profesionala pentru constructii de drumuri si poduri, cu experienta specifica de minim 5 ani.
Un responsabil cu controlul calitatii CQ cu atestat de la ISC, cu experienta specifica de minim 5 ani;un specialist masuratori topo autorizat OCPI/ANCPI cu experienta specifica de minim 3 ani în derularea unor proiecte similare; un inginer drumuri si poduri cu experienta specifica minima de cel putin 5 ani în derularea unor proiecte similare.
