Scopul contractului îl reprezinta asigurarea unei infrastructurii de transport regionale si locale moderne si durabile, precum si a tuturor celorlalte conditii privind dezvoltarea sistematica a economiei si îmbunatatirea calitatii vietii.
Prin modernizarea acestui drum judetean care face legatura cu judetul Vâlcea, se îmbunatateste accesibilitatea spre si în interiorul judetului, contribuie la cresterea mobilitatii fortei de munca, determina o dezvoltare durabila a zonei si implicit, la crearea de noi oportunitati de locuri de munca.
Modernizarea drumului judetean va contribuii la fluidizarea traficului, reducerea timpului de transport, eliminarea blocajelor rutiere si traversarea localitatilor în conditii de siguranta, securitate, calitate si costuri.
Lucrarea va fi executata în conformitate cu prevederile documentatiei tehnico-economice, faza “proiect tehnic nr.335/2008”, detalii de executie si caiet de sarcini întocmite de proiectantul SC Eftimex Grup SRL si puse la dispozitie executantului.

Garantia de participare în valoare totala de 210 427 RON.
Garantie de buna executie 10 % din valoarea contractului fara TVA.

Valoarea fondurilor aprobate total inclusiv TVA: 26 822 007,42 RON, din care: Fonduri europene 85 %, Buget de stat 13 %, Buget Consiliul Judetean Olt 2 %.

— certificat de înregistrare/înmatriculare.
III.2.2)Economic and financial capacity
Information and formalities necessary for evaluating if requirements are met: — cifra medie de afaceri pe ultimii 3 ani va fi de minim 42 085 420 RON – informatii generale,
— bilantul contabil pentru anii 2007, 2008, 2009 vizat si înregistrat de organele competente,
— firmele nou înfiintate pot demonstra capacitatea economico-financiara prin prezentarea unui angajament ferm al acelei persoane care le poate sustine financiar conform O.U.G. nr. 34/2006, art. 186,
— Ofertantii trebuie sa faca dovada printr-o scrisoare bancara ca au disponibil pentru sustinerea executiei acestei lucrari din contract (Reabilitarea si modernizarea drumului judetean DJ 677, limita judet Vâlcea-Piatra Olt) min. 7 364 948 RON (fara T.V.A),
— lichiditate generala egala cu 100 % si se va calcula în raport din bilantul contabil la 31.12.2009,
— Rentabilitatea economica pe anul 2009, conform bilantului la 31.12.2009, sa fie pozitiva,
— capacitatea economica financiara poate fi sustinuta pentru îndeplinirea contractului si de o alta persoana conform art. 186, alin. 2 din O.U.G. nr .34/2006.
III.2.3)Technical capacity
Information and formalities necessary for evaluating if requirements are met:
— informatii privind experienta similara,cel putin 1 lucrare sau maxim 3 (trei) lucrari similare, de aceeasi natura si complexitate, insotite de copie contract si proces verbal de receptie la terminarea lucrarii,
— valoarea experientei similare sa fie de cel putin 21 042 710 RON – din una sau maxim 3 (trei) lucrari,
— declaratie privind dotarea cu echipamente tehnice necesare pentru realizarea contractului conform caietului de sarcini,
— declaratie privind lista principalelor lucrari executate în ultimii 5 ani,
— informatii cu privire la personalul tehnic de specialitate, responsabil tehnic cu executia,
— documente prin care se atesta respectarea anumitor standarde de protectia mediului(ISO 14001/2005) sau program de mediu, standarde de securitate si siguranta în munca conform ISO 18001/2005 pentru acest tip de lucrare,
— documente prin care se demnonstreaza certificarea sistemului de management de securitate si sanatate în munca – certificatul OHSAS 18001/2005,
— documente prin care se atesta responsabilitatea sociala - certificatul. SA 8000/2008,
— sa faca dovada ca detine una sau doua statii de preparat mixturi asfaltice cu o productivitate de cel putin 80 to/ora sa respecte SR 174-1/2 si cerintele din documentatia de atribuire (capacitatea tehnica si /sau profesionala),
— capacitatea tehnica a ofertantului poate fi sustinuta pentru îndeplinirea contractului si de o alta persoana, conf. art.190, alin. (1) din OUG 34/2006.
