Procedura de atribuire va fi licitatie publica deschisa on-line. Criteriul de atribuire va fi: pretul cel mai scazut.
Cerintele de calificare si selectie vor fi:
— documentele solicitate pentru neîncadrarea în prevederile art. 180 din OUG nr. 34/2006,
— documentele solicitate pentru neîncadrarea în prevederile art. 181 lit. a), lit. c)1 si lit. d) din OUG nr. 34/2006, prezentarea „Certificatului de participare cu oferta independenta”, prezentarea “Declaratiei privind neîncadrarea în prevederile art. 691 din OUG nr. 34/2006”, certificatele fiscale se vor formula astfel încât din acestea sa reiasa ca ofertantul/candidatul nu are datorii scadente în luna anterioara celei în care se depun ofertele /candidaturile,
— certificat constatator eliberat de Oficiul Registrului Comertului,
— autorizatie eliberata de Ministerul Sanatatii privind desfasurarea activitatii in domeniul distributiei/productiei de medicamente,
— fisa de informatii generale,
— declaratie privind lista principalelor livrari de produse in ultimii 3 ani, ofertantul are obligatia de a prezenta partea/partile din contract pe care le subcontracteaza si datele de identificare a subcontractantilor propusi. În cazul în care ofertantul nu are subcontractanti va prezenta o declaratie în acest sens.
Ofertantul va elabora propunerea tehnica astfel încât aceasta sa respecte în totalitate cerintele prevazute în caietul de sarcini. Nerespectarea oricarei solicitari din Caietul de sarcini atrage de la sine respingerea ofertei.
Lipsa propunerii tehnice insotita de anexa este asimilata de catre autoritatea contractanta cu situatia prevazuta de art. 36 2(a) din HG 925/2006, oferta fiind considerata neconforma.
