II.1.5)Short description of the contract or purchase(s):
The contract covers the 'Europe, our home', information and communication campaign, a set of activities notably for schools, to be performed in Romania. The main purpose of the campaign is to involve primary and secondary school pupils, their teachers and other target groups in a number of activities focusing on the European Union, its history, policies and the latest developments in the field of European affairs. The campaign consists of the following groups of activities: 1) school visits and debates, 2) a major public event dedicated to Europe Day, 3) the European leader competition, and 4) other events and activities at short notice. The target schools and all activities are located in Romania.
The campaign will be mirrored into a Web portal which is going to provide records on all activities and their related outcomes from all corners of Romania.

Description of particular conditions:
Under Articles 3 and 4 of the Protocol on Privileges and Immunities of the European Union, as well as under the Romanian Ministerial Order No 2067/2007 issued by the Ministry of Public Finances, the Representation of the European Commission in Romania, is exempted from VAT payment on goods and services with values above the established threshold of 700 RON (including VAT).

The contract will be for an initial period of 1 year and may be renewed by written agreement no more than 4 times for the same period, up to a maximum of 5 years.
Under Article 126(1)(f) and Article 126(3) of Commission Regulation (EC, Euratom) No 2342/2002 of 23.12.2002 laying down detailed rules for implementation of the Financial Regulation, the contracting authority may use a negotiated procedure to award new services consisting of repetition of services similar to those entrusted to the contractor awarded the original contract. This negotiated procedure may be used only during the 3 years following conclusion of the original contract.
