RECOVER19This is a combined synopsis/solicitation to furnish and deliver a patrol boat with trailer, motor, and accessories to the U.S. Army Corps of Engineers to Pomona Lake Kansas to meet required specifications.This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Corps of Engineers, Kansas City District, Pomona Lake Project Office, intends to issue a contract to furnish and deliver a patrol boat with trailer, motor, and accessories. Specifications follow, below: _____________________________________________________________________________________ _____________________________________________________________________________________ SPECIFICATIONS Mandatory Specifications: Boat, motor and trailer shall be new or current model year as well as meeting the minimum specifications listed below. Price shall include boat, motor, trailer, wiring, rigging, accessories, full tank of premium fuel, and delivery to the Pomona Project Office, 5260 Pomona Dam Road, Vassar, KS 66543. Boat -Type: Aluminum Bay Boat (Xpress model X24 or equivalent) with Center Console -Length: minimum-24 -Beam: 102 -Capacity: 7 person or 987 lbs. -Color: white (contact project POC for pin striping, seat upholstery or standard stripe color) -All-welded construction Alum 5052 Gauge 0.125 -Longitudinal rib construction -Injected foam floatation -Hull/keel protector -Rub rail with bumper trim -Minimum fuel tank capacity-50 gal. -Permanent ladder installed -Front deck storage boxes -Automatic bilge pump -High pressure wash-down station -All fasteners stainless steel -Fold down deck cleats -Power trim switch and 12 volt outlet in bow -GPS guided trolling motor with 2 wireless remote control fobs, minimum 70 lbs. thrust, quick release bracket -Navigation lights -Batteries: appropriate number and size to power engine, electronics, and trolling motor -Battery tender/charger -Master battery disconnect switch -Auxiliary battery and switch -Fuel/water separator with spare filter -1 fishing seat to match drivers seat with appropriate size pedestal -Seat base plate located on bow of boat -Install USACE approved U.S. Army Corps of Engineers PARK RANGER decals on sides of boat Motor -Dealer recommended 250 hp motor with fly by wire controls -2 stainless steel props (1 installed, 1 spare) -Installed by a Certified Technician Center Console -Install USACE approved drivers seat (leaning post: seat style with back and foot rest) -Hydraulic tilt steering -Appropriate gauges, binnacle controls, and pre-rigging to match engine -Engine hour meter -Compass -Windshield -Horn -12 volt accessory plug -Courtesy light on console -Center console with lockable electronic storage; with room for mounting 2-Motorola XTL 2500 communication radios, side scan sonar unit, and siren control box -Install 2-USACE provided Motorola XTL 2500 communication radios and antennas -Side imaging sonar/external GPS combo with 10.4 color display and dual beam plus sonar -Wire and mount 100 watt siren/public address system (deluxe speaker/siren system) -Fuse protected color coded wiring system -Fused switch panel -Additional 10 position fuse block and distribution block for take down lights, emergency lights, and siren -Install addition indicator light on red/blue emergency light toggle switch -Kick panel on console -Service/access panel(s) on console for accessing all components installed within T-Top -Through bolt mounting installation of USACE approved anodized marine grade aluminum T-top with overhead storage -Wire and mount 4 take down lights (one per side) -Wire and mount 6 emergency lights (Gen 3 LED Grille Lights, Red/Blue, 1 H x 14W x 1.8D) Trailer -Welded aluminum construction -Tandem, torsion axle -Disc brakes on one axle with flush kits -Maintenance free bearings -Aluminum wheels -Matching spare tire and wheel -Retractable tie downs -Swing away tongue -Sealed LED trailer lights -Side mount jack -Jack and lug wrench for changing tires Accessories -6 Coast Guard Approved automatic inflatable (suspender style) life jackets, color: orange -1 type-4 throwable, color: orange -1 aluminum adjustable length pike pole -1 Iron Duck Space-Sav (or equivalent) folding backboard in drab olive -1 Rescue throw bag with 70 feet of line -1 Marine Series 1000 medical kit -Fire extinguisher mounted within boat (sized for above listed boat) -100 black nylon braided rope -4 -20 boat bumpers -1 Fluke/danforth style anchor (sized for above listed boat) with 100 of black braided nylon rope Contact project POC for approval of T-top, drivers seat, center console, selection of boat colors, locations of side scan sonar display, Motorola communication radio, emergency lights, and siren control box. In the case there is a discrepancy between options listed, please contact project POC to clarify USACEs intentions. Site visits by project POC may be conducted during the boat construction. Delivery is required within 60 days after award of contract. Any contract resulting will be firm-fixed price with NAICS code 441222, size standard 500 employees, and being 100% set aside for small business. Prior to contract award, the successful bidder must be registered in the Central Contractor Registration (CCR) online database, and must also completed the Online Representations and Certifications (ORCA).
