This opportunity was available only to the Adams & Associates, Inc under contract number DOLJ08QA00002. The Office of the Assistant Secretary for Administration and Management on behalf of the Office of Job Corps intends to award a modification in the amount of $2,800 to the Shriver Job Corps Center, operated by Adams & Associates, Inc. These funds are provided under the American Recovery and Reinvestment Act (ARRA).

It would have been impracticable to use a fixed price contract to secure services of the kind or quality required for this modification, since the modification was to an existing Cost Plus Incentive Fee contract (Cost Reimbursement Contract).

FAR Part 6.302-1 provides that a sole source award is authorized when the required supplies or services are available from only one responsible source and no other type of supplies or services will satisfy the agency requirements. Center operators are awarded contracts to operate Job Corps Centers through a competitive solicitation process. Center operators are in the unique position, as the only responsible source, to coordinate the necessary changes required by this sole source awarded modification. As the only responsible source, they are expected and contractually required to provide relevant and rigorous training curricula, training equipment and to maintain the facilities.

The funding is intended to address the following program initiatives: Earth Day Every Day, to assist with preparation and execution of the week's activities. This budget has been allocated to center operators from ARRA funds and should only be used to purchase activity supplies outlined in the booklet referenced in PIN 09-33, as well as to procure a tree and tree marker for the center. The operator of the Shriver Job Corps Center will make these funds available through procurement opportunities, following all applicable FAR procurement regulations.
