Synopsis:

(Updated on 16 Feb 10) After the Government's internal coordination was completed, the solicitation was issued on 16 Feb 10, with the closing date & time of 31 Mar 10. The solicitation and related documents are NOT to be uploaded on the FedBizOps, but to be distrubited the elidible prospective offerors who have already contacted the POCs.

**** The Points of Contact (POC) have been changed from the initial notice. The Primary POC is Mr Ken Sato, and the Secondary POC is Ms Eriko Fukushima.
Schedule of the solicitation issue date was also changed. The solicitation is currently planned to be issued around mid-December 2009. Specifications and Drawings, which will be a part of attachments to the solicitation, will be provided to the eligible prospective proposers BEFORE issuance of the solicitation as soon as these documents are finalized. Firms that wish to propose to the subject solicitation need to contact the POCs in advance by e-mail/phone in order to receive the Specifications and Drawings in a timely manner.

***** Project No. ZNRE 08-4303, Improve Military Family Housing Phase 6 at Yokota Air Base, Tokyo, Japan. The contractor shall provide all personnel, equipment, tools, materials, supervision, transportation and other items and services necessary to renovate 190 units (178 units in the Base Bid and 12 units as a bid option), at Yokota Air Base, Japan. Work on this project includes, but is not limited to upgrade mechanical room domestic hot water piping including pumps, controls, and associated mechanical and electrical equipment beginning the piping connections to the domestic hot water manifolds including asbestos abatements; replace exterior direct-buries domestic hot water distribution system; perform exterior and interior electrical and auxiliary works; replace existing floor/wall finishes; conduct structural work; HVAC/plumbing works; etc. The magnitude of each phase under this construction project is more than $10,000,000 in accordance with FAR 36.204. Contractor shall furnish a performance bond in accordance with FAR 52.228-15 of this solicitation.

NOTE: THIS PROJECT WILL BE PERFORMED IN ITS ENTIRETY IN THE COUNTRY OF JAPAN. THE SUCCESSFUL OFFEROR MUST BE LICENSED AND REGISTERED TO PERFORM WORK IN THE COUNTRY OF JAPAN.

Effective 19 Feb 10, Amendment 0001 was issued to change the total performance time from 820 calendar days to 760 calendar days.

Additional information to YCL001 of the solicitation is hereby provided as follows:
The magnitude of this construction project is between $25,000,000/Y2,869,452,500 and $100,000,000/Y11,477,810,000 (IAW DFARS 236.204(ii)). An exchange rate of $1=Y114.7781 is applied.



Memorandum for Prospective Proposers (Site Orientation Memo) with Q&A,; and Amendment 0002 (effective 3 Mar 10) were issued and distributed.
