Synopsis:

The Okanogan Wenatchee National Forest is looking for A-E design consultants to perform a design of a pre-engineered warehouse with office space. This facility will be located at the North Cascade Smokejumper Base, 23 Intercity Airport Road, Winthrop, Washington. It is anticipated that the new facility will be approximately 95' x 40' with approximately 1740 square feet of office space and the remainder warehouse space. Additionally, the A-E will be required to design the project to meet the estimated construction cost of between $250,000 and $500,000. The cost range for these services is anticipated to be between $25,000 and less than $100,000. The contract will be firm fixed price. It is anticipated that the work will begin approximately September 25, 2010 and will last three months (90 calendar days from effective date of Notice to Proceed).
The following criteria will be used to evaluate each potential contractor:
1. Professional qualifications necessary for satisfactory performance of required services.
2. Specialized experience and technical competence in the type of work required. Include experience in energy conservation, pollution prevention, waste reduction, and use of recovered materials;
3. Capacity to accomplish the work in the required time;
4. Past performance on contracts with both Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules;
5. Location in the general geographical area of the project and knowledge of the locality of the project;
Registration in the Central Contractor Registration (CCR) is a requirement of this project. This project is set-aside for Emerging Small Businesses. If no reasonable responses are received from ESB firms, then small businesses other than ESB will be considered. A-E firms having capabilities to perform this work are invited to submit one completed Standard Form 330, Architect-Engineer Qualifications, for themselves and all their subcontractors to the Okanogan & Wenatchee National Forest, ATTN: EWAG; 215 Melody Lane, Wenatchee, WA 98801 within 20 days of the date of publication of this announcement. If the 20th day should fall on a weekend or holiday, the next business day will be considered the closing date. Responses received by the close of business on the closing date will be considered for selection. No other notification to firms under consideration for this project will be made and no further action is required. All responsible sources may submit the requested SF 330 which shall be considered by the agency. Solicitation packages are not provided for A-E contracts. This is not a request for proposal. See Numbered Note 24.
