SECTION II: OBJECT OF THE CONTRACT

II.1.5)Short description of the contract or purchase(s)
The agreement includes fuel to Oslo Police District’s vessel with the Harbour Police as primary user. The agreement also includes Oslo municipality’s vessel. The fire and rescue service (BRE) has two tanks at the Sjursøya Island which are used for filling fuel on vessels.
The tanks are located side by side at the workshop area on the Sjursøya Island. These tanks must be removed since they do not meet the current requirements in relation to such tanks.
The 2 tanks shall be replaced by a portable tank which shall contain pumps and a counter that makes it possible to divide the costs between the users. The agreement period is 4 years. Further specifications of the delivery and extent of the delivery will be distributed to the qualified tenderers. A joint site inspection will be held during the next stage of the competition.

This is not an invitation to submit tenders but invitation to submit requests for participation in the tender contest (prequalification). Shall meet the requirements for fuel to Oslo Police District in the Oslo municipality’s duty assignments as well as fuel to the fire brigade’s vessels. The fuel tank shall also be used by Oslo Harbour and its vessels.

Tenderers not worthy of credit (e.g. rating C or lower at Dun & Bradstreet) will be rejected. Tenderers with lower credit rating (e.g. rating B at Dun & Bradstreet) is asked, on own accord, to submit explanation and substantiate security of delivery.

The supplier must have relevant environmental measures with a view to any environmental impact the company and the delivery may induce. These measures shall be briefly described, alternatively certificates from established environmental management systems such as ISO:14001, EMAS, the Nordic Eco labelling system the Swan, Eco-Lighthouse, or equivalent.
Membership in relevant recycling systems. If the supplier is manufacturer or importer, pack or deliver products included in the commercial finance scheme’s recycling system, membership or member numbers from the recycling system shall be presented. If such membership does not exist, this must be established within the date for contract signing.

The supplier must be an affluent supplier with experience from corresponding deliveries. The security of supplies must be substantiated.
