De aanbesteding heeft als doel om via een Europese aanbesteding een raamovereenkomst aan te gaan met 1 leverancier, voor het leasen en beheren van het wagenparkbeheer in Nederland op basis van Full operational lease met gesloten calculatie. Binnen de af te sluiten raamovereenkomst zal het NBTC bij de geselecteerde inschrijver een nadere offerteaanvraag kunnen plaatsen voor een specifiek te leveren voertuig. Op basis van de ontvangen offerte zal een nadere lease overeenkomst met de geselecteerde inschrijver worden aangegaan voor een specifiek te leasen voertuig voor een bepaalde periode.

Geen bijzondere rechtsvorm vereist. Indien een aanmelding wordt ingezonden door een samenwerkingsverband van ondernemers dient ieder lid van het samenwerkingsverband een verklaring te ondertekenen ingevolge welke alle tot dat samenwerkingsverband behorende ondernemingen gezamenlijke en hoofdelijke aansprakelijkheid aanvaarden voor de gestanddoening van de verplichtingen voortvloeiend uit de aanmelding en eventuele inschrijving alsmede de eventuele uitvoering van de overeenkomst. Tevens dient aangegeven te worden wie de leiding van het samenwerkingsverband heeft en als verantwoordelijke gemachtigde jegens de aanbestedende dienst mag optreden.
