De Pps opdracht betreft een geïntegreerde Design, Build, Finance, Maintain en Operate (DBFMO) overeenkomst. Deze overeenkomst behelst in hoofdzaak het ontwerpen, bouwen, inrichten, (gedeeltelijk) leveren van facilitaire diensten, onderhouden, financieren en ter beschikking stellen van een museum in het museumkwartier op de voormalige vliegbasis Soesterberg. Het museum zal bestaan uit expositieruimten, depots, kantoorruimten en buitenruimten. De eerste inrichting van de publieksruimten, waaronder de ontwikkeling en bouw van de eerste expositie, maakt deel uit van de overeenkomst.
Het museum dient te worden geprojecteerd in het museumkwartier (het zoekgebied) dat een omvang heeft van circa 45 hectare.
De (her)inrichting van de buitenruimte die direct gerelateerd is aan het museumcomplex (terrein- en tuininrichting) en de herinrichting, het beheer en onderhoud van het natuurlandschap in het museumkwartier maken eveneens deel uit van de overeenkomst.
Het museumkwartier vormt tevens de hoofdentree voor recreanten en bezoekers van het natuurgebied op de voormalige vliegbasis en is gelegen in de Ecologische Hoofdstructuur (EHS). De EHS-saldobenadering is van toepassing.
Looptijd van het contract: 25 jaar na beschikbaarstelling van het museumcomplex. Gedurende de looptijd van het contract zullen leveringen en huisvestingsdiensten worden verricht.

1. Informatiebijeenkomst
Op 15.9.2010 is een informatiebijeenkomst gepland over het project Pps defensiemuseum Soesterberg.
Tijd: 14.00 uur tot 16.00 uur.
Locatie: Museumkwartier Soesterberg, Verlengde Paltzerweg, Soesterberg.

Aanmelding voor deze bijeenkomst kan tot uiterlijk 13.9.2010 9:00 uur via Postbus.Ppsdefensiemuseum@minvrom.nl onder vermelding van het onderwerp: voorlichtingsbijeenkomst Pps defensiemuseum Soesterberg.

Bij aanmelding dienen de volgende gegevens te worden verstrekt:
— bedrijfsnaam en contactgegevens,
— aantal personen,
— namen en contactgegevens van de personen.
2. Aanvraag Leidraad Selectie.

De Leidraad Selectie inclusief de BIBOB-vragenlijst en het aanmeldingsformulier zijn op www.aanbestedingskalender.nl als bijlage bij deze advertentie te downloaden. De Leidraad Selectie kan ook per e-mail worden opgevraagd bij het adres dat bij onderdeel I.1 is vermeld. Indien de gegadigde niet over e-mail beschikt, dient op andere wijze contact opgenomen te worden met het bij onderdeel I.1 vermelde contactpunt. De Leidraad Selectie inclusief het aanmeldingsformulier en de BIBOB-vragenlijst kan voor of uiterlijk op 5.10.2010 14.00 uur schriftelijk worden opgevraagd. Na dat tijdstip zijn de stukken enkel nog te downloaden via www.aanbestedingskalender.nl.

3. Aanmelding.
Aanmelding dient te gebeuren met een volledig ingevuld aanmeldingsformulier en de BIBOB-vragenlijst. Het aanmeldingsformulier en de BIBOB-vragenlijst dienen voor of uiterlijk op 11.10.2010 15.00 uur te zijn bezorgd of per post te zijn ontvangen op het adres dat bij onderdeel I.1 is vermeld. Het niet volledig invullen en ondertekenen van het aanmeldingsformulier kan leiden tot ongeldigheid van uw aanmelding. De verdere selectieprocedure wordt beschreven in de Leidraad Selectie.
4. Bewijsmiddelen.
Eén van de bewijsmiddelen die opgevraagd kan worden om de geschiktheid te bewijzen is de Verklaring Omtrent het Gedrag voor rechtspersonen.
Bewijsmiddelen m.b.t. de uitsluitingsgronden mogen niet ouder zijn dan 6 maanden voorafgaand aan de sluitingsdatum van de aanmeldingstermijn. Voor Nederlandse bedrijven wordt deze verklaring enkel afgegeven door het COVOG. Gezien de levertijd van deze verklaring wordt geïnteresseerden die geen of geen geldige verklaring in bezit hebben dringend aangeraden deze verklaring direct aan te vragen middels een spoedprocedure bij het COVOG (stuur een kopie van deze aankondiging met de aanvraag mee).
5. Overige inlichtingen.
— de gegadigde moet alle direct op het project betrekking hebbende bescheiden in de Nederlandse taal (doen) opstellen. Leidinggevend personeel op het werk en alle contactpersonen met de opdrachtgever moeten de Nederlandse taal beheersen,
— de rechtsverhoudingen tussen opdrachtgever en uitvoerende partijen zullen uitsluitend zijn onderworpen aan Nederlands recht,
— op het werk is de Nederlandse sociale wetgeving van toepassing,
— vermelde bedragen zijn exclusief BTW,
— alle vermelde termijnen zijn kalenderdagen,
— de onder IV.3.5) vermelde datum is indicatief,
— verzoeken om informatie kunnen uitsluitend schriftelijk, per fax of per e-mail op het bij onderdeel I.1 vermelde adres worden gedaan,
— de aanbesteding wordt gehouden onder toepasselijkheid van het ARW 2005, hoofdstuk 4-Europees,
— met de onder II.1.9 genoemde varianten worden bedoeld de varianten van de inschrijver, zoals bedoeld in artikel 4.23.1 van het ARW 2005. In de Leidraad Selectie is aangegeven hoe zal worden omgegaan met de varianten van de opdrachtgever,
— verklaringen mogen bij verstrekking niet ouder zijn dan 6 maanden,
— ondernemingen die zich voor de datum van de publicatie reeds, op welke wijze dan ook, bij de aanbestedende dienst hebben aangemeld als gegadigde, kunnen hieraan geen rechten ontlenen, maar dienen zich opnieuw aan te melden,
