DLA Troop Support intends to enter into Tailored Logistic Support (TLS) Indefinite Delivery Indefinite Quantity (IDIQ) contracts to support the maintenance, repair, and operations (MRO) requirements of military installations, federal agencies, and other authorized customers located within the Japan region. The Japan region encompasses Japan, Okinawa, Singapore, and Diego Garcia. The Government intends to award multiple contracts, a minimum of two and a maximum of four, on the basis of the lowest evaluated price of proposals meeting the acceptability standards for non-cost factors. Requirements of technical acceptability will be set forth in the solicitation.The MRO TLS Contracts will contain a base ordering period of 2 years, which includes a "ramp-up" period of 60 days if necessary. The contracts will also include a provision for a unilateral option on the part of the contracting officer to extend the contract for two option periods of eighteen months each. The estimated value of this acquisition (inclusive of all contracts awarded) is $35 million annually with a total estimated value of $175 million over the five year term. The maximum dollar value of this acquisition (inclusive of all contracts awarded and options) is $250 million. The contract maximum does include potential surge and contingency requirements. The anticipated issuance of the Request for Proposal (RFP) is early December 2011. It is anticipated that the solicitation will remain open for a period of thirty (30) days. After issuance, the RFP may be found on the DLA Internet Bid Board System at http://www.dibbs.bsm.dla.mil. The RFP will also be posted on FedBizOpps.
