Section III: Legal, economic, financial and technical information
III.1)Conditions relating to the contract
III.1.1)Deposits and guarantees required:
As a part of the bid, the economic operator will compulsory provide guarantee for participation (guarantee of the bid) in the amount of 3 % of the total bid value, excluding VAT.
The guarantee is in a form of bank guarantee, issued by reputed bank institution, selected by the economic operator. All banks on the territory of R. Macedonia are acceptable for the Contracting Authority.
III.1.2)Main financing conditions and payment arrangements and/or reference to the relevant provisions governing them:
The following payment manner shall be implemented: by payment order within 30 days after submitted invoice for performed delivery. The payment will be done without calculated VAT since the Contracting Authority is exempt from payment of VAT under certificate no. 07/11-11/1566 issued by the Government of the Republic of Macedonia, Secretariat for European Affairs.
The manner of payment is compulsory. Every bid that includes manner and deadline of payment which is different from the one set in this item will be considered as unacceptable and, as such, will be rejected by the Public Procurement Commission.

III.2.2)Economic and financial ability
Information and formalities necessary for evaluating if the requirements are met: Each economic operator shall be excluded of the procedure for public procurement contract by the procurer if:
— verdict in force has been passed to the economic operator in the last 5 years for participation in a criminal organization, corruption, fraud or money laundry,
— a sanction has been passed by verdict - prohibition for participating in public procurement procedures, awarding public procurement contracts and contract for public-private partnerships,
— a sanction has been passed by verdict for permanent or temporary prohibition for performing of separate activity,
— it is under bankruptcy or liquidation procedure,
— taxes, contributions and other public expenses have not been paid,
— offence sanction has been passed by verdict in force - prohibition from practicing a profession, activity or duty, that is temporary prohibition from exercising a certain duty and,
— submits false data or does not submit the requested data by the procurer.
For personal status proof, the economic operator should submit the following documents:
— a statement that no verdict in force has been passed to the economic operator in the last 5 years for participation in a criminal organization, corruption, fraud or money laundry,
— certificate that no bankruptcy proceedings have been instituted by a competent body,
— certificate that no liquidation proceedings have been instituted by a competent body,
— certificate for paid taxes, contributions and other public expenses from a competent body from the country where the economic operator is registered,
— certificate that no sanction for prohibition for participating in public procurement procedures, awarding public procurement contracts and contract for public-private partnerships is issued by the Sanction register for committed criminal acts of legal entities,
— certificate that no sanction for permanent or temporary prohibition for performing of separate activity is issued by the Sanction register for committed criminal acts of legal entities,
— certificate that no offence sanction has been passed by verdict in force - prohibition from practicing a profession, activity or duty that is temporary prohibition from exercising a certain duty.

Having regard to the technical and professional ability in order to qualify as capable of executing the subject of the public procurement contract the economic operator shall meet the following minimum criteria:
