1. The Republic of Armenia has received a loan from the Asian Development Bank (ADB) towards the cost of the North-South Road Corridor Investment Program, Tranche 1 and Tranche 2 Projects, and it intends to apply part of the proceeds of this loan to payments under the Contract named above for which this invitation for bids is issued. International Competitive Bidding (ICB) will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure with post qualification and is open to all Bidders from ADB eligible source countries.
2. The Ministry of Transport and Communication ("the Employer") of the Republic of Armenia now invites sealed Bids from eligible Bidders for:
- Section 1. Upgrading and widening of the existing M1 Ashtarak to Talin road from 2-lane single carriageway to 4-lane dual carriageway road from Km 29+600 to Km 71+500.
The total length of the Ashtarak-Talin section is 41.9 km of which 15.32 km comprises 4-lane new alignment. The remaining 26.58 km comprises reconstruction of the existing two-lane road and construction of a second carriageway alongside. A total of 9 new grade-separated interchanges will be constructed, three of which are overpasses and six underpasses. In addition 15 T-junctions will be constructed to provide connection to local roads/communities. Other reinforced concrete structures comprise 17 agricultural underpasses for machinery and pedestrians/animals, and a total of 121 culverts for surface water and irrigation systems. The construction of the road pavement comprises 18cm of granular capping layer, 15cm of granular subbase, 18cm of crushed rock base course, and 26cm of cement concrete pavement. Shoulders and median will be covered with double seal surface dressing. Side roads and acceleration/deceleration lanes will have asphalt pavement construction.
- Section 2. Rehabilitation and improvements of road safety measures of the existing M2 Yerevan to Ararat 4-lane road from Km 9+312 to Km 47+ 400.
Works on the existing M2, Yerevan to Ararat (approx. 38 km) 4-lane section consist of:
- Yerevan-Artashat section (19 km): reconstruction of median to provide continuous safety barriers and widened carriageway; leveling of existing asphalt and overlay with new cement concrete pavement; construction of additional ramps at three interchanges and rehabilitation of other ramps; installation of road lighting at interchanges;
- Artashat-Ararat section (19 km): upgrading of road signs and markings to international standards.
- Section 3. Rehabilitation of the existing M1 Yerevan to Ashtarak road from Km 18+370 to Km 29+773 (Section 3).
Works on the M1, Yerevan to Ashtarak (approx. 12 km) section will reconstruct the existing pavement, improve drainage and shoulders and carry out repairs to existing concrete structures. The new road pavement will be a 26 cm thick concrete slab on crushed stone base course. One existing over-bridge requires demolition and replacement by a new bridge. Repair works are required to eight other existing bridges.
The works will be executed through one single contract with an experienced primary contractor.
3. The completion periods for the Sections are:
- For Section 1- 36 months (1096 days)
- For Section 2 - 18 months (548 days)
- For Section 3 - 18 months (548 days)
4. Only eligible bidders with the following key qualifications should participate in this bidding:
- Minimum average annual construction turnover of US$ 220 million within the last 5 years
- Positive net worth calculated as difference between assets and total liabilities
- Access to, or availability of, financial sources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, (other than any contractual advance payments) to meet a cash-flow requirement of US$ 30 million
- General experience under construction contracts in the role of contractor, subcontractor, or management contractor for at least the last 10 years.
- Participation as contractor, management contractor, or subcontractor, in at least 1 contract of construction of asphalt pavement road or concrete pavement road or a combination of the both types of pavement road within the last 10 years, with value of participation of at least US$ 100 million that has been successfully or/and substantially completed (80%) and which is similar to the proposed works.
- Participation as contractor, management contractor, or subcontractor within the last 10 years in construction of concrete pavement road of minimum 70 km length under one or several contracts that have been successfully or/and substantially completed (i.e. having achieved at least 80% completion) and are similar to the proposed works.
- Experience in following key construction activities:
- Construction of 300,000 cubic meters of bulk earthworks
- Laying of 350,000 cubic meters of crushed stone and gravel coating
- Implementation of 45,000 tons of asphalt road pavements
- Implementation of 50,000 cubic meters of cement-concrete road pavements
- Construction of 1,300,000 cubic meters of embankment
- Implementation of 22,000 cubic meters of reinforced concrete in structures
- The bidder must demonstrate that it has the personnel for the following key positions for this project: Contractor Project Manager (with 15-year experience in similar role in road construction projects); Chief Engineer/ Head of Site (with 10-year experience in in similar role in road construction projects); Material and Quality Control Manager (with 10-year experience in in similar role in road construction projects). The Bidder shall demonstrate that the key personnel for the key positions have been the permanent staff of the Bidder for not less than the last 3 years.
- Pending litigation if resolved against bidder shall not represent more than 30% of the Bidder's net worth.
5. The electronic version of Bidding documents (including drawings, specifications and bill of quantities) in English language may be purchased from the office of "Organization for Implementation of North-South Road Corridor Investment Program" SNCO (the Beneficiary) starting from 19 August 2011. The bidding documents will be issued during normal working hours from 9:00 a.m. to 5:00 p.m. upon submission of a written application to the address below and upon payment of a nonrefundable fee of Two Hundred US Dollars ($200) or Seventy Thousands Armenian Drams (AMD70,000) and upon presentation of the receipt of the respective payment. The payment shall be in respect of documents for each individual Contract. The method of payment will be banking transfer to the Beneficiary's following bank account.

6. Bids must be accompanied by a Bid Security of 2% (two percent) of the bid price proposed by the Bidder in its bid.
7. The Employer will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
8. Prebid Conference shall take place on 2 September 2011 at 11:30 a.m. at the Ministry of Transport and Communication. Site visit will be organized by the Employer on 3 September 2011. The Employer encourages all potential bidders who have purchased the bidding documents to attend the prebid conference.
9. Bidders can raise queries on the bid up to 15 days before the date of bid submission deadline.
