1. The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of the Xinjiang Municipal Infrastructure Environmental Improvement Project and it intends that part of the proceeds of this loan will be applied to eligible payments under the contract for which this Invitation for Bids is issued.

2. China International Tendering Company (ITC), the authorized Procurement Agent for Municipal Construction Bureau of Yining City, the Purchaser, invites sealed bids from eligible bidders from member countries of ADB for the following contracts:

• 0701-112020070070/01 - Road maintenance machinery; and
• 0701-112020070070/02 - Botanical garden environmental sanitation machinery

3. The contract is under Yining Road and Public Utilities Component of Xinjiang Municipal Infrastructure Environmental Improvement Project. Details and specifications are provided in the Bidding Document.

4. The potential bidders for each of the bid shall meet the following qualifications:

• Registered capital: No less than RMB 15 million or equivalent.
• The annual average construction turnover of the bidder shall not be less than RMB 30 million or equivalent for last 3 years.
• Experience Requirements: the bidder should have completed five similar contracts for last 3 years, and one of the contracts should not be less than RMB 20 million

5. Manufactures shall have ISO9001 certificate. The machines proposed shall have been in production for at least five years, and have successful performance records by five users in the past three years.

6. International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One Envelope Bidding Procedure and is open to all bidders from eligible source countries.

7. To obtain further information and inspect the Bidding Document, interested eligible bidders should contact the following address between 9:00-11:30 and 13:30-17:00 (Beijing Time) during workdays.

8. To purchase the Bidding Document, bidders should:

• visit the office of the ITC at the address above and pay a non-refundable fee of RMB2,000.00 or US$300.00 in cash
  or
• request for delivery by sending a written application to the ITC at the address indicated above. The application must include a cashier's check of RMB2,200 for domestic delivery or US$350 for overseas delivery, or evidence over direct deposit to the Account No. 00271508091001 at Head Office of Bank of China, Swift Code: BKCHCNBJ. The document will be sent by the courier. No liability will be accepted for loss or late delivery.

9. Bidders should deliver their bids to China International Tendering Company:

• at the address below;
• on or before 10:00 a.m. (Beijing Time) on 29 September 2011. All bids must be accompanied by a bid security of not less than 2% of bid price or an equivalent amount in a freely convertible currency. Late bids will be rejected.

8. Bids will be opened immediately thereafter at the address above in the presence of the bidders' representatives who choose to attend.

9. In the comparison of bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions of the Bidding Document.
