1. This Invitation for Bids follows the General Procurement Notice for this project that appeared in the "ADB Business Opportunities" in September 2009.
2. The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Hebei Small Cities and Towns Development Demonstration Sector Project, and it intends to apply part of the proceeds of this loan to payments under the contracts for Supply of equipments of water supply (Contract No.: HB-BTGSM1) for Botou Water Supply Subproject (Hereinafter referred to as "the Goods and related services").
3. China International Tendering Company (the Procurement agent, ITC), authorized and on behalf of Botou Water Supply Company (the Purchaser), now invites sealed bids from eligible bidders for the supply of the goods and related services. The main equipments are: Electrical, autocontrol equipments and process machinery.
4. International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope procedure and is open to all bidders from eligible source countries.
5. Interested eligible bidders may obtain further information from ITC, and inspect the Bidding Document at the address given below during working time: 9:00-16:00 hours (Beijing time).
6. The Bidding Document, in the English language, may be purchased from ITC by interested eligible bidders on submission of a written application to ITC at the address below and upon payment of a nonrefundable fee of RMB2,000 or USD285. For mail order, the document will be sent by EMS at additional cost of RMB100 (for domestic delivery) or USD20 (for overseas delivery). No liability will be accepted for loss or late delivery.
7. Bids must be delivered to ITC at the address given below at or before 9:00 a.m. (Beijing Time) on 30 September 2011. All bids must be accompanied by a bid security (equivalent to: 250000 CNY) in the bid currency. Late bids shall be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend at the meeting room of ITC at the address given below immediately after deadline for submission of the bids on 30 September 2011.
8. ITC and the Purchaser will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.
9. Botou Water Supply Subproject belongs to the Hebei Small Cities and Towns Development Demonstration Sector Project. Debt Management Center of Hebei Provincial Department of Finance is responsible for monitoring the bidding process.
