1. This Invitation for Bids follows the General Procurement Notice for this project that appeared in the ADB Business Opportunities 27 May 2008.

2. The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Gansu Baiyin Urban Development Project and it is intended that part of the proceeds of the loan will be applied to eligible payments under heat exchange station contract listed under paragraph 3.

3. China International Tendering Company (ITC), authorized for Minyue District Heating Corporation Ltd. (the Purchaser), now invites sealed bids from eligible bidders for the supply, installation and related service of the following goods.

4. International Competitive Bidding will be conducted in accordance with ADB's Single Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.

5. Manufacturers for plate heat exchanger units shall meet the following qualifications:

  • Have at least 10 years production history in plate heat exchanger units, and has manufactured at least 200 sets of similar products in the last three years;
  • Have ISO9001 quality system certification;
  • Have gained RMB 80 million or more in sales for the past three years; and
  • Domestic manufacturers shall have the D1-level manufacturing license issued by the Office of State Bureau of Technical Supervision.

7. To purchase the Bidding Document in English, bidders should:

  1. visit the office of Minyue District Heating Corporation Ltd. between 8:30 a.m. and 17:00 p.m (Beijing Time) during working days at the address indicated above and pay a non-refundable fee of RMB 2,000 or US$ 280, or
  2. request for delivery by sending a written application to Minyue District Heating Corporation Ltd., at the address indicated above. The application must include a cashier's check, in favor of Minyue District Heating Corporation Ltd., of RMB 2,200 (for domestic) or $305 (for overseas delivery). The document will be sent by courier promptly. No liability will be accepted for loss or late delivery.

8. Bids must be delivered:

  • to the Purchaser (Minyue District Heating Corporation Ltd.) at the above address;
  • on or before 10:00 a.m. on 6 January 2012 (Beijing Time). Late bids shall be rejected.

9. Bids will be opened in the presence of the Bidders' representatives who choose to attend at the Purchaser's address above at 10:00 a.m. on 6 January 2012. All Bids must be accompanied by a Bid Security of not less than 2% of bid price.

10. Minyue District Heating Corporation Ltd. and China International Tendering Company will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

11. In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
