1. The People's Republic of China has received a loan from the Asian Development Bank (ADB) toward the cost of Chongqing-Lichuan Railway Development Project, and it intends to apply part of the proceeds of this loan to payments under the contract named above.

2. China National Instruments Import & Export (Group) Corporation, the Procurement Agent for the Purchaser, Foreign Capital and Technical Import Center, the Ministry of Railways, now invites sealed Bids from eligible Bidders for the supply and delivery of the following goods:

    Bidders are free to bid for one lot or any combination of lots.

    The Bidder (or manufacturers) should have signed, ever since 2007, at least 2 contracts, each with a value of at least their proposed bid prices for relevant lots that have been successfully or are substantially completed and that are similar to the proposed goods to be procured.

    The proposed goods shall have sales performance since 2007 and successful operation performance to the electrified railways at the speed of 200km/h (or above) for over one year by at least one surer. The Bidders shall provide valid certification issued by the locomotives division of railway administration bureau (company).

3. International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure and is open to all Bidders from eligible source countries.

4. Interested eligible Bidders may obtain further information and inspect the Bidding Document at the address given below commencing 2 February 2012 from 9:00 a.m. to 4:30 p.m. during working days.

5. The Bidding Document, in the English language, may be purchased by interested Bidders on the submission of a written application to the address above, and upon payment of a nonrefundable fee in RMB2,100 or in USD300 exclusive of VAT. The method of payment will be in cash or cashier's check.

    The Bidding Document will be sent by express mail (eg. EMS or DHL etc.). The document may also be sent by courier for an additional fee of RMB100 for domestic delivery or USD50 for overseas delivery. No liability will be accepted for loss or late delivery.

6. Bids must be delivered to the address below at or before 2:00 p.m. (Beijing Time) on or before 15 March 2012. All Bids must be accompanied by a Bid Security of not less than two percent (2%) of the Total Bid Price. Late bids will be rejected. Bids will be opened immediately in the presence of the Bidders' representatives who choose to attend at the following address:

7. The Purchaser and the Procurement Agent will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

8. In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Instruction to Bidders.
