1. This invitation for bids follows the General Procurement Notice for this Project that appeared in the ADB's Business Opportunities in 2003.

2. The Government of Fiji has received a loan from the Asian Development Bank (ADB) for the Suva/Nausori Water Supply and Sewerage Project. Part of the proceeds of this loan will be used for payments under the contract named above.

3. The loan will be managed by the Ministry of Public Utilities (MPU), through the Water Authority of Fiji (hereinafter referred to as the "Employer") on behalf of the Government of Fiji. The Water Authority of Fiji now invites sealed bids from eligible bidders for the Suva Nausori Sewerage and Water Supply Project Package 5G - WAF 11/013 Suva Point Sewerage and WAF 11/014 Suva Point Sewage Pumping Stations.

The Works are to be issued under two Contracts and interested bidders may submit bids for either of the packages or both the packages or for a combined contract.

These works were bid in late 2010 but have now been split into two contracts.

4. The Works under WAF 11/013 - Suva Point Sewerage include:

1. The Site is located at the Suva Point area in Suva, Fiji. The catchment is bounded by Vuya Road, Cakobau Road and Suva Harbour. The Site includes some steep, heavily vegetated sections, and the Contractor shall provide access to the Site for the installation where required.
2. The Contract Works involves the installation of a new sewer reticulation system and includes (but not necessarily limited to):
   • Supply and installation of approx. 30.6 km of new gravity sewers and ancillaries, generally below ground and PVC but with above ground sections in spigot/socket ductile iron pipe at creek crossings.
   • Supply and installation of reinforced concrete columns and foundations for support of above ground pipe sections.
   • Supply and installation of a new sewer rising mains totalling about 1.4 km including and air valve installation.

5. The Works under WAF 11/014 includes:

1. The Site is located at Suva Point in Suva, Fiji. The catchment includes Suva Point, Nasese, Domain and Muanikau areas. The Contractor shall provide access to the Site for the installation where required.
2. The Contract Works involves the installation of 8 new sewer pumping stations and includes (but not necessarily limited to):
   • Supply and installation of 8 pump stations including earthworks, drainage, pavements, chambers, pumps, lifting frame, valves, pipework, control panel and cabling including connection to power supply, and connection to gravity sewer pipes.
   • One of the 8 pumping stations is larger and is to be supplied as a "Design and Build" work.

6. Interested Contractors must demonstrate their ability to undertake the above-mentioned works and meet the criteria set out in the Tender Document.

7. International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible countries.

8. Interested eligible Bidders may obtain further information from the Water Authority of Fiji and inspect the Bidding Document at the address given below from 8:00 AM to 4:30 PM.

9. A hard copy of the Bidding Document, in the English language, may be purchased by interested Bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of FJ$50.00. The method of payment will be cheque, bank cheque or bank draft. The document will be sent via post/courier. No liability will be accepted for loss or late delivery. Soft copies will not incur charges.

10. Bids must be delivered to the address below at or before 12:00 noon on 27 October 2011. All Bids must be accompanied by a Bid Security in the amount as specified in the bidding document for each contract. Late bids shall be rejected. Bids will be opened in the presence of the Bidders representatives who choose to attend at the address below at Noon on 27 October 2011.

11. The Water Authority of Fiji will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
