1. The Republic of Fiji has received a loan from the Asian Development Bank (ADB) towards the cost of Fiji Road Upgrading Project Stage 3. Part of this loan will be used for payments under the contract named above. Bidding will be conducted under International Competitive Bidding (ICB) using Single-Stage: One-Envelope procedure and is open to bidders from eligible member countries of the ADB.

2. The Government of Fiji through Ministry of Works, Transport and Public Utilities ("the Employer") invites sealed bids from eligible bidders for the rehabilitation and completion of section of Kings Road between Korovou and Nausori. The scope of works includes subbase, basecourse, double bituminous seal coat, road furniture, road signs and traffic marking on approximately 20 Km section of existing Kings Road ("the Works").

3. Bids are invited only from companies with the relevant road construction experience and sound financial standing. Bidders will be required to demonstrate in their bids that:

• They possess experience in road construction activities such as basecourse, pavement construction, sealing works etc.
• Minimum average annual construction turnover of F$ 14.0 million calculated as total certified payments received for contracts in progress or completed, within the last three years.
• They are able to finance minimum cash flow requirement of F$ 2.3 million per month.
• They have participated as contractor, management contractor, or subcontractor, in at least two contracts within the last six years, with a value of at least F$ 5 million that have been successfully or are substantially completed and that are similar to the proposed works.

5. To purchase the bidding documents, eligible bidders should:

• Pay a non refundable fee of US$ 100 or F$ 200 by cash or Bank Cheque payable to "Government of Fiji." The Bank Cheque can also be attached together with the bids; for tender registration purpose
• Visit the office of Director (Fiji Procurement Office) at the Address indicated above for collection of documents.
• Request for delivery of bidding documents for Contract No. WSC 84/2011 Rehabilitation of Kings Road Korovou To Nadaro shall pay delivery charge of F$ 100 (domestic) or US$ 125 (overseas) by Bank draft or cash if paid locally by an agent.

6. Deliver your bid:

• To the Secretary Government Tender Board at the address below
• On or before the deadline: 2:30 p.m. on Friday, 24 June 2011
• Together with a Bid Security of F$ 200,000.00 or an equivalent amount in a freely convertible currency.

Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.
