1. The Kingdom of Cambodia has received a loan from the Asian Development Bank (ADB) towards the cost of Rehabilitation of the Railway in Cambodia and it intends to apply part of the proceeds of this loan to payments under the contract for procurement of BS 80A Rails.

2. The Ministry of Public Works and Transport now invites sealed Bids from eligible Bidders for procurement of 2,000 Metric Ton of BS 80A Grade 900A, 25 Meter Long Rails CIP SISOPHON, Cambodia.

3. International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One Envelope bidding procedure for procurement of Goods and is open to all Bidders from eligible source countries.

4. Interested eligible Bidders may obtain further information from the Ministry of Public Works and Transport and inspect the Bidding Document at the address given below from 9:00 AM to 11:00 AM and from 2:00 PM to 5:00 PM on any working day.

5. The Bidding Document, in the English language, may be purchased by interested Bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of US$ 100 [in case the document is requested to be sent by Courier, $100 will be added to the non-refundable fee]. The method of payment will be cash or certified cheque. The document will be handed over in case the payment is made by cash/certified cheque. However, if the document is requested to be sent by Courier, no liability will be accepted for loss or late delivery.

6. Bids must be delivered to the address below at or before 14:00 Hours, Cambodian Standard Time, on 27 August 2010. All Bids must be accompanied by a Bid Security of US$ 30,000. Late bids will be rejected. Bids will be opened in the presence of the Bidders' representatives who choose to attend at the address below at 14:30 Hours, Cambodian Standard Time, on 27 August 2010.

7. The Ministry of Public Works and Transport will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
