1. The Kingdom of Bhutan has received a loan from Asian Development Bank (ADB) towards the cost of Urban Infrastructure Development Project. Part of this loan will be used for payments under the contracts for Construction of Water Supply & Sewer Networks for Changbangdu LAP, Contract Package: TCC/RC&WTR/005A.; Bidding is open to all eligible ADB member countries. However, a successful bidder is required to register with the Construction Development Board (CDB) of Bhutan before award of contract.

2. Thimphu Thromde, RGoB (the "Employer") invites sealed bids from eligible bidders for the Construction of Water Supply & Sewer Networks for Changbangdu LAP, Contract Package: TCC/RC&WTR/005A; ("the Work").

3. Only eligible bidders with following qualifications should participate in this bidding:

• Key experience requirement : 5 years
• Key financial requirement: Minimum Average Annual Construction Turnover (AACT) of Nu 28 million in the last three years.
• Key equipment requirement : Tipper; Excavator; Plate Compactor; Survey Equipment
• Key personnel for project based requirement: Project Manager/Water Supply & Sewer Engineer, Site Supervisor
  
  The details of above requirements are specified in the Bidding Documents.

4. The Procurement will be done through National Competitive Bidding (NCB) in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure.

5. To obtain further information and inspect the bidding documents, bidders should contact the office of:

6. The documents can be purchased from the office of Project Manager mentioned above by paying a pay a non-refundable fee of Nu 5,000/- by cash/draft between 09:00 hours and 16:00 hours on any working day from 28 November 2011 till 27 December 2011.

7. To purchase the bidding documents in English, eligible bidders should:

1. write to the address above requesting the bidding documents for "TCC/RC&WTR/005A; "
   or
2. request for delivery of Bidding Document for "TCC/RC&WTR/005A"; by sending a written application to the Project Manager at the address indicated above. The application must include a Post Fee in the form of a Bank Draft in favor of Thimphu Thromde for the amount of Nu 5200 (local delivery). The documents will be sent by courier. No liability will be accepted for loss or late delivery.

8. A Pre-Bid Meeting will be held on 19 December 2011 at 10:00 hours at the Office of the Project Implementation Unit, Thimphu Thromde.

9. The bids should be delivered:

1. To the Office of the Project Manager, Project Implementation Unit, Office No. 12 at the Thimphu Thromde, NPPF building,
2. on or before 14:00 hours on 28 December 2011;
3. together with a Bid Security in the amount specified in the bidding document.
   
   The bids will be opened immediately after the submission of the Bids in the presence of bidders' representatives who choose to attend at the Office of the Project Implementation Unit, Thimphu Thromde.
