Contract Duration: 18 (Eighteen Months)

1. The Royal Government of Bhutan (RGoB) has received a loan from Asian Development Bank (ADB) towards the cost of Urban Infrastructure Development Project. Part of this loan will be used for payments under the contracts for Simtokha LAP. Bidding is open to all eligible ADB member countries. However, a successful bidder will be required to register with the Construction Development Board (CDB) of Bhutan.

2. Thimphu City Corporation, Ministry of Works and Human Settlement, RGoB (the "Employer") now invites sealed bids from eligible bidders for the Construction of Road & Drainage, Water supply, Sewerage and Cable Duct ("the Work").

3. Only eligible bidders with the following qualifications should participate in this bidding:

  • General Construction experience - at least 5 years.
  • Minimum Average Annual Construction Turnover (AACT) is Nu: 126 million within the last three years.
  • Availability of Minimum Equipment, i.e. Excavator, Road roller, Tippers, Concrete mixer/truck mounted, Vibrator, Water pump, Water tanker, Survey Equipment, Compactor, Asphalt plant, Asphalt Paver, Bitumen pre-heater, Shuttering plates, HDPE Pipe Jointing Equipment.
  • Availability of Experienced Key Personnel, i.e. (i) Project Engineer - at least 5 years work experience, (ii) Road Engineer - at least 5 years work experience, (iii) Surveyor - at least 3 years work experience, (iv) Site Supervisors - at least 2 years work experience.
    The details of the above requirements are specified in the Bidding Documents.

4. The Procurement will be done through International Competitive Bidding (ICB) in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure.

5. To obtain further information and inspect the bidding documents, bidders should contact the office of:

6. The documents can be purchased from the office of Project Manager mentioned above by paying a non-refundable fee of Nu 10,000 or USD 200 by cash/draft between 09:00 hours and 17:00 hours on any working day from 19 July 2010 till 2 September 2010.

7. To purchase the bidding documents in English, eligible bidders should:

  1. write to the address above requesting the bidding documents for Simtokha LAP;
    or
  2. Request for delivery of Bidding Document for Simtokha LAP, by sending a written application to the Project Manager at the address indicated above. The application must include a Post Fee in the form of a Bank Draft in favor of Thimphu City Corporation for the amount of Nu 5200 (local delivery) or USD 220 (deliveries to European Countries) or USD 120 (deliveries to South Asian Countries). The documents will be sent by courier. No liability will be accepted for loss or late delivery.

8. A Pre-Bid Meeting will be held on 19 August 2010 from 14:30 hours at the Conference Hall of Ministry of Works & Human Settlement.

    The Thimphu City Corporation will not be held responsible for any loss or expenses incurred by bidders in connection with the preparation of the bids.

9. The bids should be delivered:

  1. to the address above;
  2. on or before 14:00 hours on 3 September 2010;
  3. together with a Bid Security of Nu 2,400,000 (Ngultrum Two Million Four Hundred Thousand only) or USD 54,000 (US Dollar Fifty four thousand Only) in the form as specified in the ITB & BDS, payable to Thimphu City Corporation
    The bids will be opened at 1430 hours on 3 September 2010. If the date on which bids are due has been or is declared a holiday for government offices, the above office shall remain open for acceptance until the same hour of the next working day.
