Contract No. and Title	:	TCC/PROC/001: Procurement of SWM Machinery & Equipment
Deadline for Bids	:	14:00 hours on 18 February 2010

1. The Royal Government of Bhutan (RGoB) has received a loan from Asian Development Bank (ADB) towards the cost of Urban Infrastructure Development Project. Part of this loan will be used for payments under the contracts for Procurement of SWM Machinery & Equipment. Bidding is open to all eligible ADB member countries.

2. Thimphu City Corporation, Ministry of Works and Human Settlement, RGoB (the "Employer") invites sealed bids from eligible bidders for the Supply of SWM Machinery & Equipment ("the Goods").

• Lot Name: PIU/SWM/01 LOT-1 (Supply and Delivery of Dumper Placer Vehicle of 4.5 cum capacity & Compatible Containers of 4.5 cum. Capacity);
• Lot Name : PIU/SWM/01 LOT-2 (Supply and Delivery of 7 CU.M Capacity Truck Mounted Refuse Compactor Vehicle) &
• Lot Name: PIU/SWM/01 Lot -3 (Supply and Delivery of Portable Pressure Jetting Machine).

3. Only eligible bidders with following qualifications should participate in this bidding:

1. Average annual Turnover: Average annual turnover should be not less than as given below:
   
   
   • Lot 1 : Nu. 2,000,000/- (if quoted individually)
   • Lot 2: Nu 6,750,000/-(if quoted individually)
   • Lot 3 : Nu 150,000/- (if quoted individually)
   • For All Lots: Nu. 9,000,000/- (if quoted for All Lots)
   
   
2. Contractual Experience: Should have completed at least 2 supply contracts of similar goods over last 10 years with contract value equal or more than the value of the proposed bid price for each Lot
   
   
3. Cash Flow Capacity: The bidder must demonstrate an availability of Credit/Overdraft Facility as specified below:
   
   
   • Lot 1: Nu. 1,100,000/- (if quoted individually)
   • Lot 2: Nu 3,750,000/-(if quoted individually)
   • Lot 3 : Nu 150,000/- (if quoted individually) For All Lots: Nu. 5,000,000/- (if quoted for all Lots)

The details of above requirements are specified in the Bidding Documents.

4. Limited International Bidding (LIB) will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure .

6. To purchase the bidding documents in English, eligible bidders should

• write to address above requesting the bidding documents for "TCC/PROC/001"; SWM Machinery & Equipment
• pay a non-refundable fee of Nu. 2,000/- by cash/draft between 09:00 hours and 16:00 hours on any working day from 4 January 2010
• The document will be sent by courier for an additional fee of Nu. 300.00 for local delivery and Nu. 1,400.00 for overseas delivery. No liability will be accepted for loss or late delivery.

7. Bids must be delivered:

1. to the address above;
2. on or before 14:00 hours on 18 February 2010
3. together with a Bid Security as specified in the ITB & BDS, payable to Thimphu City Corporation as follows:

• Lot 1: Nu. 45,000/- (if quoted individually)
• Lot 2: Nu 145,000/-(if quoted individually)
• Lot 3 : Nu 5,000/- (if quoted individually)
• For All Lots: Nu. 200,000/- (if quoted for All Lots)

The bids will be opened at 14:30 hours on 18 February 2010. If the date on which bids are due has been or is declared a holiday for government offices, the above office shall remain open for acceptance until the same hour of the next working day.
